The Research On Three-dimensional Community Governance Under The Background Of "Internet Plus"

Community governance is an important part of social management in our country.With the continuous development of China’s economic and social system,strengthening urban and rural community governance,innovation of urban and rural community governance,improve management efficiency,has become an important focus of the current grass-roots management reform.The governance of urban and rural communities bears on the implementation of the party and state policies,the vital interests of the people,and the harmony and stability of urban and rural communities.This paper chooses pugu community of Boxing County,binzhou city,shandong province as the research object.The community started the three-dimensional governance reform of "Internet + community" in 2016,emphasizing the application of "Internet+" technology means,and attaching importance to the construction of multi-party three-dimensional governance model involving local government,neighborhood offices,neighborhood committees and community residents in community governance.In community governance,the main parties of community governance have clear division of labor and sincere cooperation.With the help of the Internet platform of community governance,the collection,analysis and sharing of governance information have been carried out,and the level of community governance has been significantly improved.This research has strong theoretical and practical significance.In the theoretical sense,community governance belongs to the category of public administration in a broad sense.However,the research in the field of public administration in China focuses on the research of government,social public welfare management institutions and other fields,and there are relatively few special studies on community.This study can further enrich and develop the research theory of grassroots public administration in China.From the perspective of practice,based on the practice of community governance in China,this paper chooses community governance cases with Chinese characteristics as the research object.Therefore,this study has a strong practical guiding value.The main research contents of this paper are as follows: first,the introduction,mainly discusses the research background and significance of this paper,the research status at home and abroad,research methods and research ideas;Second,it focuses on the three core concepts of Internet +,community and three-dimensional governance,and interprets the current domestic and foreign popular governance theory,participation theory and overall government theory.Third,the necessity and feasibility of carrying out three-dimensional community governance under the background of "Internet +";Fourth,taking the pugu community of Boxing County as an example,the case practice of carrying out the three-dimensional governance reform of "Internet + community" is analyzed.The paper mainly analyzes the characteristics of the operation mechanism of three-dimensional governance in pugu community in Boxing County.Fifth,focus on the problems and causes in the construction of three-dimensional community governance system in China;Sixth,in view of the above problems put forward to optimize the community three-dimensional governance of the countermeasures and Suggestions.Through the research of this paper,the three-dimensional governance reform of "Internet +community" conforms to the needs of national community governance reform,which can significantly improve the efficiency of community work,reduce the cost of community work,and stimulate the enthusiasm of community people to participate in community management.I hope this paper can provide some theoretical and case references for China’s community governance reform under the background of "Internet +".
