Resource-based cities have made important contributions to the rapid development of national economy.With the gradual decrease of resources the leading industries of resource-based cities are increasingly exhausted and the development of cities is gradually declining.The transformation of resource-based cities is imminent.In recent years the coal resource-based cities in Heilongjiang Province are on the verge of exhaustion due to over-exploitation and the economic benefits of enterprises are declining.The total per capita economic output is generally lower than the average level of the whole province.Due to the weak economic growth the financial capacity of local governments has declined which directly affects the supply of basic public services.However in the process of transformation it is more necessary for local governments to provide perfect public services.In the process of building a harmonious socialist society it is everyone’s right for citizens to enjoy a sound basic public service and it is the government’s inescapable responsibility to meet citizens’basic public service needs.Based on the life cycle theory of resource-based cities public goods theory and new public service theory this paper uses the scientific research and analysis methods of literature analysis comparative analysis and interview to analyze the current situation of basic public service supply in four coal-based cities in Heilongjiang Province namely Jixi Hegang Qitaihe and Shuangyashan.Based on the analysis of the present situation of basic public service supply in coal-resource-based cities of Heilongjiang Province this paper reveals that there are some problems in the supply of basic public service in coal-resource-based cities of Heilongjiang Province such as insufficient total supply of basic public service imbalance of supply structure of basic public service poor effect of promoting basic public service policy lack of enthusiasm of government departments.This paper explains the reasons for the problems existing in the supply of basic public services in coal resource-based cities of Heilongjiang Province from four aspects:public services funds imperfect local implementation of basic public service policies unclear division of responsibilities of the government in providing basic public services and inadequate performance evaluation of the government in providing basic public services.Through consulting a large number of documents and materials this paper draws lessons from the advanced experience of basic public service supply at home and abroad such as the combination of basic public service supply and industrial development by the government of Ruhr District in Germany the emphasis of Lorraine Government in France on promoting reemployment through educational services and the emphasis of Kyushu Government in Japan.On basic public service in environmental protection etc.There are three enlightenments:the combination of industrial development the establishment of a targeted list of basic public services and the realization of the precision of basic public services.Finally according to the actual situation of basic public service supply in Heilongjiang Province this paper puts forward the basic public service of coal-resource-based cities in Heilongjiang Province from four aspects:guaranteeing the supply of basic public service funds through various channels improving the efficiency of the government in providing basic public service perfecting the basic public service policy system and establishing the list of basic public service of coal-resource-based cities in Heilongjiang Province.The countermeasures and suggestions of supply problems are hoped to provide some help for improving basic public services in coal resource-based cities.
