Research On Supply Sustainability Of Basic Public Services In Resource-based Cities

With the further advancement of China’s supply-side structural reforms,changes in the mode of economic development and adjustment of the macroeconomic industrial structure have led to large fluctuations in the economic development level of some resource-based industries.As a result,there has been a large fluctuation in the growth of local public finance revenue in some resource-based cities,this even has caused fluctuations in the growth of government spending on basic public services.The long-term unsustainability of the resource economy will surely constrain the sustained and steady increase in the provision of basic public services.This will conflict with the growing demand for basic public services in China and the deepening of the need for increasing the provision of basic public services to the public.Therefore,studying the sustainability of the basic public service provision in resource-based cities has positive and practical significance for the sustainable and healthy development of resource-based cities.Shenmu is a typical coal resource-based city.In the current supply-side structural reform in China,there has been a large fluctuation in resource economy,and it has caused corresponding fluctuations in the level of basic public services and unsustainable growth.Therefore,based on new public services,public finance and other theories,the paper comprehensively uses data statistics,comparative analysis,and other methods to use the resource-based financial revenue and expenditure fluctuations in Shenmu City as the main line for the fluctuation of the government’s basic public service supply level.This paper analyzes the growth of local public finances and basic government public service expenditures in Shenmu City in recent years.Through the comparison between the two,it analyzes the continuing problems and causes of the supply of basic public services by the Shenmu City Government,and further proposes solutions to this type of problems.Through a comprehensive analysis of the current situation of the basic public service supply of the Shenmu City government and the large fluctuations in the basic public service expenditures,the prominent problem of unsustainable long-term growth of basic public services.The paper focuses on the reasons for the analysis from the perspectives of financial security supply,supply mechanism,professional talents and policy guarantees,and social public awareness,and based on this,it proposes to increase the stability of basic public service expenditure growth,establish basic public service funds,build a basic multi-supply system for public services,and strengthen the construction of personnel and policy guarantees,as well as promoting the public awareness of the public,such as the protection of resource-based cities under the leadership of the government,the basic public services supply sustained and stable growth.
