A Study On The Role Of The Government In The Transformation Of Resource Based Cities

In the context of promoting China’s industrialization,a number of domestic cities have risen rapidly due to their rich resources,providing resources for socialist economic undertakings and making great contributions to the enhancement of the country’s comprehensive national power.However,after experiencing the high-intensity development of resources,some of these cities’ resources are going to be depleted.Along with the past of resource development,urban development problems began to be highlighted.Problems such as massive closure of resource-based enterprises,poor urban ecological environment and slow development of urban economy have become obstacles to the development of resource-depleted cities,while along with the declining status of energy resources such as coal,the development of resource-depleted cities has fallen into extreme difficulties.Facing such a situation,transformation becomes the only way out for the development of resource-depleted cities.In terms of urban transformation development,the effect of government functions is an important guarantee for the success of urban transformation.The transformation of resource-depleted cities requires the government to put its own functions in place.Currently,the country is developing in the direction of high-quality development,which is an important test for the transformation of resource-depleted cities as well as an opportunity for them to explore new development methods.Thus,it is important to explore the government functions in the transformation of resource-depleted cities and explore the path of government functions in place for the transformation and development of resource-depleted cities and the promotion of coordinated regional development.Using literature research method,case study method and historical analysis method,the thesis discusses the current situation and realistic dilemma of governmental functions in the transformation process of X city,taking into account the relevant concepts and basic theories of resource-depleted cities and governmental functions,and the transformation history of X city.It also proposes valuable and meaningful countermeasures about the performance of governmental functions in the transformation of resource-depleted cities in response to the real dilemma of the performance of governmental functions in X city.Specifically,the article consists of five parts.The first part of the introduction mainly introduces the research background and research significance of government functions in the transformation of resource-depleted cities.The current situation of domestic and foreign research,research methods and research innovations are explained to prepare for the paper to start the research.In the second part,the basic concepts of resource-based cities,resource-depleted cities and resource-depleted city transformation are explained.Then it explains the theory of government function and the theory of sustainable development to construct the theoretical foundation for the thesis in depth.The third part introduces the basic situation of city X and its background of transformation and development.Then,it discusses in detail the government’s performance and achievements in the transformation of city X.It outlines the government’s important actions in industrial structure adjustment,policy and system construction,social and livelihood protection,and ecological and environmental protection.The fourth part discusses the problems and causes of the government’s performance in the process of urban transformation in the context of the actual situation.The fifth part puts forward optimization suggestions for the problems of government functions in the transformation as derived from the research and discussion.The suggestions for optimizing government functions are mainly made in terms of implementing the new development concept,optimizing industrial structure,upgrading social security,and ecological governance.
