After nearly 20 years of development, China's E-Government construction has achievedsubstantial progress. But, unfortunately, due to the negative effect of some misleading ideas,our county's E-Government is function-oriented and usually neglects the design andmanagement of government operating process, which leads to inflexible operating processesand relatively low application efficiency. Therefore, workflow-based E-Government comesinto people's sight with its unique advantages.Different to the traditional function-oriented management mode, workflow technique isprocess-oriented, so, to some extent, it can help lower management cost and enhance workefficiency through operating process optimization. In addition, by supporting separation ofapplication logic and process logic, which enables the two items to be independentlymodified;workflow technique can easily meet the demand of process dynamic definition,therefore, greatly enhancing E-Government system's flexibility and reusability.After systematic research on E-Government theory and workflow technique, this paperthoroughly analyzes operating process's direct effect on government efficiency. Moreover,by taking an on-construction E-Government project in Liaoning province as background, thispaper conducts thorough research on workflow's application in E-Government system bothin theory and in practice. The author also uses object-oriented method to complete theanalysis and design of two core subsystems and one module within the system's architecture,concrete and applicable workflow models are built, and part of the original code iscompleted with JSP and Servlet. Finally, evaluation and improvement on the system aremade to argue the possibility and superior advantages of workflow-based E-Government toprovide reference for other similar E-Government construction projects in our country.
