In the early days of the construction of New China,China had formed a profound friendship with African countries.Today,with economic globalization,it is a rational choice for the Chinese government to continue to deepen China-Africa relations.China-Africa relations play a more important role in China 's foreign relations.China 's agricultural assistance to Africa has become an important part of China 's assistance to Africa.China's agricultural assistance to Africa has achieved complementary resources and mutual benefits.This is the basis and prerequisite for China's agricultural assistance to Africa.Specifically,the African continent has vast land and fertile soil,but African countries have backward agricultural production technology,while China has rich and advanced agricultural technology.China 's assistance to Africa will quickly increase the agricultural production level of African countries and accelerate land development in the African continent.In order to realize the complementarity of resources between China and Africa,and ultimately benefit both sides in agricultural assistance.Since the founding of the People's Republic of China,China has provided a lot of agricultural assistance to the African continent,which has promoted the economic development of the local rural society.From the end of the 1950 s to the present,the evolution of China's agricultural aid management model in Africa has gone from the state's unified resource allocation model,the contract management model under the reform and opening up policy to the multi-sectoral cooperative participation model under the current large-scale reform.It is not difficult to see that the changes in China's agricultural assistance model to Africa are closely related to China's own economic system reform and changes in national strategy.Since the new century,the Chinese government 's multi-department joint cooperation and participation model has promoted the innovation of the aid model and greatly improved the aid efficiency.The focus of this study is on what factors have influenced the formation of high-efficiency cross-sector cooperation in non-agricultural assistance.By systematically sorting out the influencing factors of aid effect,the corresponding theoretical framework is established.First of all,this article starts with the two definitions of aid to Africa and cross-sectoral cooperation.On the basis of sorting out various documents,it summarizes the historical process and development status of China's agricultural assistance to Africa,and by studying the development of China's agricultural assistance model to Africa,Summed up the necessity and importance of inter-departmental cooperation of the government to establish and develop aid to Africa.Secondly,through the research and analysis of the cross-sector cooperation practice in China's non-agricultural assistance to China,it summarizes and summarizes three factors that affect the effectiveness of cross-sector cooperation,namely cultural factors,market factors and political demands,and draws a set of corresponding The assumption that the effect affects the mechanism.Next,analyze the impact of the three influencing factors on the effectiveness of aid in specific cases,so as to draw the corresponding theoretical framework.Finally,use the theoretical framework to demonstrate positive and negative cases.Combined with the actual situation and case analysis,we finally summed up the experience that can be promoted in the future work in aid to Africa,and then proposed countermeasures and suggestions by drawing on the experience of cross-sector cooperation in foreign aid.All in all,the problem that this article intends to solve is to expect to explore the factors that affect the inter-sectoral cooperation mechanism in China 's experience in non-agricultural inter-sectoral cooperation assistance.The operation process of the departmental cooperation mechanism is intended to provide theoretical guidance for China's future foreign aid activities.In the new era,China is constantly opening its mind,integrating into the world,and actively disseminating the Chinese model and experience,but only by systematically establishing relevant theoretical frameworks can it help the development of the Chinese model and gain better recognition from the international community.
