The policy of African development aids started from the Cold War era and the need for hegemony of the Soviet Union.It is an important means to achieve the U.S. global strategy. After the end of the cold war, the situation of international relations has changed dramatically, and the United States has made a significant adjustment to the policy of aid to Africa. The investigation of Post Cold War U. s.aid to Africa policy can not only understand changes in relations between the United States and non from a side, grasp of American global strategy development trends, but also help to understand globalization under the background of world political and economic interaction.The eassy is based on the existing research, using theories of international relations, especially in the field of international political economics development aid theory and research methods, discussed the evolution process of U.S. development assistance to Africa policy and the main content, analyzes the development aid policy evolution reasons, reveals the U.S. development assistance to Africa policy role and limitations.The introduction part mainly introduces the origin and significance of this paper. The main research methods involved in this paper include interdisciplinary research methods, comparative research methods, theoretical analysis and empirical analysis research methods, and the definition of development aid.The first chapter describes the development of the U.S. government in aid policy to Africa after the cold war and the characteristics of content. The second chapter mainly introduces the project assistance to African American government and its characteristics after the cold war. The projects mainly in the form of bilateral aid development, namely through the U.S. government, interest groups, private voluntary organizations, non-governmental organizations and African governments signed a direct assistance plan. Through the comparative analysis can be found in American aid for Africa’s development plan and make strategic and strong stage.The third chapter, mainly from the economic interests, the interests of national security and development perspective of the United States after the cold war the government adjust to African development assistance policy of internal and external reasons of the. From the perspective of international economic interests, its main purpose is to driven by the economic development of African countries so as to avoid the turmoil in the current situation of African countries, in order to consolidate the United States in Africa’s existing advantage. From the point of view of national security interests, especially after the 9 / 11 terrorist attacks, to reduce the uncertain factors that endanger State security.The fourth chapter analyzes the restricting factors of African American development aid policy adjustment. Including the decision-making body of the interests and environmental impact inside and abroad. In Chapter fifth, affecting the overall assessment of the U.S. development assistance to Africa brings, elaborated the future development tendency of American aid policy in africa. Based on this, discusses on African American development aid policy to give Chinese enlightenment.
