Study On The Optimization Of Government Functions In The Reconstruction Of Villages In The City Of Jiyang District,Jinan City

With the expansion of cities and the development of economy,urbanization is an inevitable trend of the sustainable development of China’s economy and society.In the process of urbanization,a new social problem has emerged,that is,the village in the city.The government plays a crucial role in the process of urbanization.The emergence of "village in city" in this special region is determined by the special national conditions of the urban-rural dual system in China.A series of problems brought by"village in city" have negative impact on the sustainable development of the city,and the promotion of modernization process has been restricted.The government,as the urban planner and manager,has a great influence on the development of China’s urbanization to a great extent.In the process of urban village reconstruction,what role should the government play,what functions should be played,and how to optimize the government functions are the focus of this paper.By analyzing and studying the necessity of urban village reconstruction,the status quo of urban village reconstruction,the play of government functions and the relationship between villagers,developers and the government.The paper holds that the government,as the planner,guide,promoter and supervisor of urban village reconstruction,should assume the responsibility of planning,guiding,promoting and supervising,and the performance of government functions plays a decisive role in the completion of urban village reconstruction.In this paper,the urban village in jiyang district of jinan city is taken as a case study to carry out analysis,in-depth study and discussion,and the optimization of government functions in the reconstruction process of the urban village in jiyang district of jinan city.In the first part,the concept of urban village and urban village reconstruction is defined,and urbanization theory,governance theory and service-oriented government theory are introduced to provide theoretical basis for urban village reconstruction.In the second part,the case analysis method and the questionnaire survey method are used to investigate the reconstruction of urban villages in jiyang district,and the overall planning,guidance and promotion,policy formulation,asset supervision and other functions played by the jiyang district government in the process of the reconstruction of urban villages are expounded.The third part,analyzes the urban villages in the process of transformation,the role of jiyang district government and the existing problems,including:public policy is not sound,the lack of communication and coordination,supervision and management of related interest subjects,incomplete,inadequate community management team construction,and further analyzed the cause of the problem.The fourth part,in view of the existing problems and causes,appropriately referring to the "rocks from other mountains",combined with the inspiration of the reconstruction of similar urban villages in China and the local reality,proposes a new model of innovative community service;Building a tripartite harmonious community of interests;We will improve government oversight and management before,during and after the event;Optimize the community management team and other countermeasures.The author believes that in the process of urban village reconstruction,the government should not do all the things,and as a non-profit organization,government departments or individuals should not manage land in order to seek benefits,infringe on the villagers’ rights and interests,and compete for the interests of the people,so the government should fully regulate the behavior of the government and effectively protect the legitimate rights and interests of the villagers in the original urban villages.It is hoped that the conclusion of this paper can provide useful reference for the work of jiyang district government in the reconstruction of urban villages,optimize its government functions,and provide some useful reference for other similar works in the reconstruction of urban villages in China.
