| Since 1978,with the continuous development of economy and society,the level of urbanization in China has been continuously improved.It can be said that remarkable achievements have been made.In the process of urbanization,the transformation of the old urban villages is an inevitable choice and an important means to promote urbanization.With the continuous development of urbanization,the reconstruction of old city villages in a city is also accelerating.Governments at all levels have included the reconstruction of old city villages in an important matter of city construction and development.The old village transformation as a wide range,influence of comprehensive system engineering,interest contradiction and people’s livelihood project,the county government as the leader of the old city village renovation and promoters,how to correct their own role in it,to a great extent,affect the effect of the old city village renovation,which influence the development of urbanization.Under the background of urbanization,what role should district and county governments play in the reconstruction of old cities and villages,what functions should they play,and how to optimize their roles are the focus of this study.This article choose in empirical Z J city area,for example,from the perspective of public administration,public product theory,service-oriented government theory,governance theory as the research of the theoretical basis,the old village transformation on a summary of the status quo of this area,in the role of government in the village of old city transformation on the empirical analysis of the existing problems and reasons of the orientation of the government’s role,on the basis of targeted put forward some Suggestions and comments.Through the study,this paper finds that the government of Z District in J City plays the following roles in the reconstruction of old urban villages: First,establish and improve the organizational structure and formulate policies and regulations;Secondly,coordinate social resources and optimize the examination and approval environment;Then the transformation and protection should be combined to safeguard the public interest.The government has the following problems in the role positioning: first,there is the phenomenon of role dislocation;second,there is the phenomenon of role absence;third,there is the phenomenon of role offside.After in-depth analysis,the reasons for these problems are as follows: first,the long-term influence of the all-powerful government;second,the low degree of social participation;Third,the capital pressure is too large;Fourth,the pursuit of self-interest;Fifth,the regulatory mechanism is not perfect.On the basis of analysis and research,this paper puts forward the role orientation and promotion path of district and county governments in the old city and village reconstruction under the background of urbanization.First,as the maker of policies and regulations,give play to the leading role of the government and improve relevant policies and regulations;Second,as the builder of the planning system,strengthen the overall planning consciousness and establish the urban planning system;The third is to act as the supervisor of social resources,establish and improve the organization and strengthen the overall regulation of the market;Fourth,to safeguard the public interest,give full consideration to the people’s livelihood,and effectively safeguard the public interest;Fifth,be the inheritor of history and culture,respect historical and cultural relics,and continue the historical context of the city.It is hoped that the countermeasures and suggestions studied in this paper can provide useful references for the work of old urban villages in Z District,J City,and optimize the role of the government to a certain extent.Meanwhile,it is also hoped that it can provide some references for the reconstruction of old urban villages in other similar areas in China. |
