Research On The Responsibility Of Spatial Planning Of County Government In The Context Of Rural Revitalization

The 19 th National Congress of the Communist Party of China put forward the important historical task of implementing the strategy of Rural Revitalization for the first time,which is of epoch-making significance in the development process of "agriculture,rural areas and farmers".Under the rapid development stage of urbanization,the change of new urban-rural relationship requires breaking the dual structure of urban and rural areas,speeding up the two-way free flow of urban and rural elements,and forming a good pattern of urban-rural integrated development and urban-rural residents sharing development achievements.Therefore,the overall optimization of the spatial distribution of urban and rural development has become an important part of the implementation of the Rural Revitalization Strategy.At the same time,in the process of deepening the reform of the party and state institutions,it also puts forward new requirements for our government to optimize the responsibility system of spatial planning.From the perspective of county-level field,the key to the integration of urban and rural development is to improve the responsibility system of government spatial planning,strengthen the cooperation among multiple stakeholders,and improve the spatial governance ability of government departments,which is also a strong guarantee to promote the sustainable development of land and space resources.In terms of integration of several spatial planning,whether the county government can realize the "chemical reaction" after spatial planning function integration is directly related to the balanced allocation of land and space resources,and also related to the goal of building a moderately prosperous society in an all-round way.Starting from the investigation and analysis of the status quo of the government’s spatial planning responsibilities before the reform of X county in Henan Province,find out some problems.With the further promotion of the new round of institutional reform,the combination of the government functional departments of spatial planning,and the transformation of the responsibility system could promote the governance of the spatial planning to enter a new stage,which can clearly determine the unified direction of the spatial planning management and realize the overall spatial planning management of the county.But at the same time,there are also some uncoordinated parts in this process,such as insufficient attention to landspatial planning,unclear division of administrative power of government spatial planning,inadequate supporting laws and regulations and technical support,which affect the improvement of the responsibility system of government spatial planning and the results of urban and rural integrated planning and governance.Therefore,we must face these problems seriously,strengthen the optimization and implementation of the responsibility system of the government’s spatial planning,in order to achieve the integrated development of urban and rural areas under the overall planning of all factors.Based on the exploration of the reconstruction of land spatial planning system,it provides a different perspective and thinking for the overall planning and development of urban and rural,which is different from the previous one that only regards spatial planning as a means of material space construction,while balancing the allocation of urban and rural land and space resources,implementing the integrated development of urban and rural areas and promoting the revitalization of rural areas,and as a public policy,it is also a way for the government to optimize the spatial planning responsibility system though planning activities.The institutional reform is at the initial stage,with the deepening of the reform process,the following work should be done to optimize the government’s spatial planning responsibility system: Foremost,we should pay more attention to the land space planning and implement the orderly development of the government’s space planning work under the concept of ecological civilization development;The second is to reasonably divide the administrative power of the spatial planning of the government departments,realize the effective coordination of government planning and governance,and the interconnection with the society and public;At last,speeding up the construction of the land space planning laws and regulations,and the basic information platform,which strengthen the government’s space planning Strong guarantee of activities.
