Study On Information Security Literacy Of Tax Personnel In District D,H City Of Shandong Province

Tax authority are an important part of the Country.It is an important duty of the tax authority to "collect wealth for the country and taxes for the people".With the development and wide application of modern information technology,"Internet + tax" has become an emerging force in political and economic life which at same time also brought challenges to information security.In recent years,tax authorities at all levels have actively implemented the five-year plan on network security of the national tax system(2016-2020)and made great progress in institutional norms,security management and technical protection,thus providing a strong security guarantee for the development of tax informatization.However,the lack of information security and protection literacy of tax personnel at the grass-roots level is still a bottleneck restricting the level of information security and an important incentive for various information security threats.In the aspect of further enhancing the information security literacy of tax personnel at the grass-roots level,there are still many places worthy of continuous research and exploration.This article takes the information security literacy of tax personnel in District D as the research object.By referring to domestic and foreign literature on information security and information security literacy and grasps the status of information security literacy of tax personnel in District D through a questionnaire.Through the difference analysis,this paper discusses whether the information security literacy of tax personnel is different due to different genders,ages,educational backgrounds,positions,work units and working years.According to the analysis that there are the following problems in the literacy of the tax personnel in District D: :firstly,some tax personnel lack of information security quality and cognition,and the information security quality needs to be strengthened urgently;Secondly,under different demographic variables,there are obviously differences in information security literacy.This paper analyzes the causes of the existing problems by combining the daily work practice and the questionnaire and finds out the main methods to improve the information security literacy of tax personnel.Based on the analysis of the results of the questionnaire for information security literacy of tax personnel in District D and the Competency Theory,Incentive Theory,and Risk Management Theory.Proposed to enhance subjective consciousness,Improve information security knowledge and skills,Strengthen supervision and accountability,Strengthen the construction of information technology team,Improve the training mechanism and other aspects to improve the information security quality of tax personnel.
