Funds Performance Evaluation Of Supporting Reservoir Resettlement In Later Stage Based On The Balanced Scorecard

There are nearly30million reservoir immigrants in China now. In order to promotethe economic development of relocation area, the Large and Medium-sized ReservoirResettlement Supportive Policy has been carried out. The subjects of this research was theusage performance of immigrant funds, and the factors which inference the usageperformance was analyzed based on the domestic and foreign related report. According tothe Balanced Scorecard–a global strategic management tool, the usage performance wasevaluated from4aspects–financial dimension, customer dimension, learning and growthdimension and sustainable development dimension.38indexes were selected abided by theprinciple of scientific and reasonable, which include11primary indexes,27secondaryindexes and19specific indexes. At the same time, the Delphi Method, the suggestionsfrom specialists who work in immigration study, statistics, economics, sociology and theopinion from the officer who work for immigration authorities were took as reference inorder to define the weighted of each index. The expectation of this research was to evaluatethe Jinagxi late-stage supportive reservoir resettlement and funds’ performancescientifically and comprehensively.In the empirical part of this project, the matlab soft waver was used to normalize theindex data collected from11cities in Jiangxi. Then the weight of each index was definedby Delphi method, and the scores were ranged from high to low, and the result wasassessed from horizontal and vertical aspects. The result indicated that Pingxiang, Xinyuand Jingdezheng got the top3score in the support performance of late-stage supportivereservoir resettlement in Jiangxi province. During the process of the funds usage inlate-stage supportive reservoir resettlement in Jiangxi province, the customer dimension(economic development and social undertakings) performed the best and followed bysustainable development dimension (environment and personal comprehensivedevelopment). In the basis of evaluation results, good experiences were summarized fromthe cities which had better supportive effect. In order to promote the funds usageperformance of late-stage supportive reservoir resettlement in Jiangxi province, somesuggestions, such as strengthen fund management, attach great importance to design,improve the quality of immigration, were carried from the aspects of financial dimension,customer dimension, learning and growth dimension and sustainable developmentdimension.
