Study On The Realization Of Consultative Democracy In Urban Community Networks

The 19 th CPC National Congress report of the Party puts forward "strengthening the construction of the democratic system of consultation and forming a complete system procedure and participation practice",and clearly puts forward in the aspect of community governance " creating a social governance pattern of co-construction and co-governance and sharing,realizing the benign interaction between government governance and social regulation,residents’ autonomy",and the state attaches great importance to consultative democracy and grass-roots social governance.As an important part of consultative democracy system,grassroots consultative democracy is of great significance to grass-roots social governance.In the Internet age,the network consultation democracy adapts to the development need,based on the Internet and the consultation democracy value agrees,the city community network consultation democracy should become the exploration city community consultation democracy realization important direction of the path.The urban community network consultation democracy has the advantages that the traditional community consultation democracy does not have,such as the convenient transmission of information,the limitation period and the extensive participation and so on,relying on the network to carry on the urban community consultation democracy and the development of the times.However,how to realize urban community consultation democracy in cyberspace,that is,how to promote the realization of urban community consultation democracy in cyberspace,is still an urgent issue to be studied at present and even in the future.This paper uses literature analysis method and case analysis method as research methods around the realization of urban community network consultation democracy.First of all,this paper makes a brief review and comment on the research status of consultative democracy,community consultative democracy and network consultative democracy at home and abroad,defines the basic concepts involved in this paper,and explains the basic contents of consultative democracy theory,governance theory,social capital theory and its significance to the realization of consultative democracy in urban community network.Secondly,on the basis of concept definition and theoretical analysis,from the characteristics of network consultation democracy and its compatibility with urban community consultation democracy,urban community consultation democracy The value of network consultation democracy in urban community governance is analyzed by two parties.Thirdly,based on the analysis of the value of consultation democracy in urban community network and the related research of Habermas and other scholars,this paper summarizes the factors that affect the realization of consultation democracy in urban community network,including consultation subject,consultation object,consultation platform,consultation mode and consultation system.On the basis of this,this paper summarizes the urban community consultation of the people from the top-level design and the concrete practice by case analysis,combining the current development of Internet technology,especially mobile Internet technology,and the present situation of the democratic exploration practice of community consultation in China The progress of the Lord and the analysis of its difficulties,including the lack of attention to similar issues,the lack of common consultative issues,the lack of self-awareness to preserve the community.Finally,based on the relevant theories and the above analysis of difficulties,from the perspective of consultation subject,consultation content,consultation field,consultation procedure and rules,the paper puts forward the solutions to the problems existing in each angle:accelerating the popularization of the network and promoting the participation of multiple consultation subjects;rationally determining the consultation topics;perfecting the consultation platform of urban community network;perfecting the consultation procedure mechanism and supervision guarantee mechanism.The innovation of this paper lies in taking cyberspace as the consultation field to discuss the realization of the consultative democracy of urban communities in cyberspace.The deficiency of this paper is that the analysis of the dilemma of urban community network consultation democracy is not perfect,the solution is relatively idealized,and the realization mode of urban community network consultation democracy can not be designed to meet the multiple needs,which is also the direction of further research in the future.
