After forty years of reform and opening up,China’s political and economic restructuring has been deepening,but at the same time,the economic structure,social structure,and the pattern of interests have also undergone major changes.These changes have given rise to many new social contradictions and problems,and some of them have erupted in the form of group events as they have intensified,causing huge losses to economic and social development and at the same time bringing about many negative effects on the party and government.How to prevent and deal with group events effectively has become an urgent problem for the healthy and orderly development of our society.As an international metropolis in the central and western regions of China,C city has rapidly advanced urbanization,internationalization,and intelligent construction.Group events caused by political,economic,cultural and institutional factors have also become a problem that must be faced and solved.If the group events cannot be effectively governed,it will have a negative impact on the social order,economic environment,political stability and the long-term development of C city.This thesis reveals the dilemma of governance of mass incidents in C city,and then sorts out the three major modes of governance of mass incidents in China-the dredging resolution model,the violence suppression model,and the benefit compensation model,and determines the classification and treatment of mass incidents in C city.The principles are firstly to deal with force by force and never tolerate it,and secondly to maintain order and guide counselling.Finally,from the three aspects of active prevention,effective treatment and reasonable aftermath,suggestions are put forward for the management of mass incidents in C city.Specifically,the first is to continuously improve social governance and reduce the possibility of mass incidents;the second is to establish an emergency response mechanism to resolve mass incidents in a timely and efficient manner;the third is to regulate post-event compensation and maintain legal authority.
