Countermeasure Research On Promoting Government Service Level Of Zhenjiang MSA

Since China’s reform and opening up,the economy and politics have developed rapidly,and economic and political coordination and unification have been greatly improved,especially in the reform of administrative organs,the administrative approval system and the application of information technology.This has promoted the rapid development of China’s government services,and the society and the people can feel the remarkable achievements made since the reform and opening up.Maritime administrative examination and approval,water traffic safety management and so on are important responsibilities of the National Maritime department.In recent years,the functions of the maritime department have been perfected with the changes of the times,which has played a positive role in social development and economic growth.The Nineteenth National Congress of the Communist Party of China(CPC)made a judgment on the current domestic situation and the development of the international pattern of China’s current and future economic development,and clearly demanded the establishment of a strategic plan for a powerful maritime country.Under such historical background,as one of the important departments of water law enforcement,maritime department undertakes the important task of the current era,which is a brand-new challenge for the current strategy of maritime power.Facing the development opportunities of the new era,the Ministry of Transport has put forward the construction requirements of "three modernizations",namely "revolution,regularization and modernization",in order to enable maritime departments to take the initiative and give full play to their own advantages.In order to improve the development of local economy and the level of government service,and to become a service-oriented maritime institution that people are satisfied with,the national maritime system must actively study the requirements of documents and strive to promote the construction of "three modernizations",and we must also use scientific methods to adjust the establishment of Zhenjiang Maritime Organization,business process reengineering,personnel structure allocation and informationization means.Through scientific and reasonable personnel management and reform of the examination and approval system,the government service mode of Zhenjiang Maritime Bureau has been actively improved.If we simply delete the maritime work flow,we can not fundamentally improve the administrative service level of Zhenjiang Maritime Bureau.We also need multi-department collaboration,relying on the construction of electronic information platform,and improving the staffs business ability.In essence,we need to innovate the maritime service concept,have a higher and farther development plan,and create Zhenjiang Maritime Bureau itself.The service standard should form a relatively mature internal management system,which is the self-revolution of Zhenjiang Maritime Bureau from management type to service type.This paper mainly discusses the level of government service of Zhenjiang Maritime Bureau.To study the level of government service of Zhenjiang Maritime Bureau,we need to learn from the advanced experience of other countries in the reform of government service,as well as the more advanced achievements and innovative modes of government service in Western countries.This paper needs to be discussed from the theoretical level first,and also needs to be based on Zhenjiang Maritime Bureau.The practical results of the Bureau at this stage are comprehensively studied.The problems existing in Zhenjiang Maritime Bureau’s current government service,as well as the construction and use of new information and network technologies,are of great significance to the improvement of Zhenjiang Maritime Bureau’s government service level.This paper combines the actual business management of Zhenjiang Maritime Bureau,actively expands the new ideas of administration service management of Zhenjiang Maritime Bureau,recognizes the necessity of improving the level of administration service,deeply studies the internal and external causes of the problems in the operation of administration service,combs the process of administration service from the content of providing administration service,reforms the system of administration service,and forms the supervision mechanism of administration service.Perfecting technical support of government service,improving staffs awareness of government service and introducing social evaluation mechanism to evaluate the level of government service of Zhenjiang Maritime Bureau,putting forward suggestions and opinions,relying on E-government platform,actively promoting the comprehensive and in-depth development of Zhenjiang Maritime E-government,actively promoting the application of e-government system,and improving the reform between institutions and departments.Establish a new working mechanism to improve the administrative service level of Zhenjiang Maritime Bureau,so that the staff can play their subjective initiative,handle business acceptance in time,set up supervision mechanism in the process of administrative service,and establish evaluation platform afterwards,so as to further promote the improvement of the administrative service level of Zhenjiang Maritime Bureau,and achieve the goal of "management" The transformation from "type" maritime affairs to"service type" maritime affairs eventually becomes an advanced maritime organization within the system.
