Along with the 18~thh National Congress of the Communist Party of China,the word“well-being”is overheating.The 19~thh convoked had pointed out that“To focus on training young cadres at the grass-roots level in places with difficulties and hardships”“improve the public service system...to make people feel more fulfilled,secure and sustainable”.The repeated mention of well-being at the national level has provided a new path to improve employee performance in public sectors from the individual psychology perspective.Grass-roots civil servants,at the bottom of the civil service,are the direct executors of public policy and the direct executors of public power.They play a fundamental role in the process of enhancing people's sense of gain,well-being,security and building a service-oriented government.Their perception of the well-being directly affect their work attitudes,ways,styles of excellence and the level of performance and at the same time indirectly affect their public service capacity and administrative efficiency of their departments.The improvement of the grass-roots civil servants'workplace well-being is helpful to alleviate their job burnout and turnover intention as well as improving the execution and credibility of local government.However,as the high temperature of“civil servant craze”fades,the well-being of civil servants keeps declining,and grass-roots civil servants and young civil servants show serious job burnout or even turnover intention(Nan Zheng&Enyi Zhou,2017).In 2018,according to the results of a survey on grass-roots employment of college graduates conducted by the school of education at Peking University,24.5 percent of grass-roots civil servants showed a willingness to quit their jobs.In 2019,the People's Daily reporters found in some local surveys that“there is a trend of young civil servants escaping from towns and villages at the grass-roots level,facing losses and worries about fault lines”.Grass-roots civil servants“are not willing to stay at the grass-roots level and take root at the grass-roots level.They bent on passing examinations or secondment,and even resigned from the villages or towns.”How to improve the workplace well-being of grass-roots civil servants and optimize the service capacity and administrative efficiency of government departments has become an important problem to be solved in the process of building a service-oriented government in China.Employee resilience is the ability of the employees to utilize the individual resources and the organizational resources to adapt to the changes in dynamic environment and develop new abilities.During this process,the individuals or organizations with abundant resources have strongger resilience.A large number of foreign researches have shown that employee resilience has a significant positive effect on employee well-being(Kuntz,Malinen,&N?swall,2017),at the same time,as a resource employee resilience can be generated and strengthened through the process of employee training(Britt,Shen,Sinclair,Grossman,&Klieger,2016;Kuntz et al.,2017;Robertson et al.,2015;Wang,Cooke,&Huang,2014).Carvalho,Borges,Vikan and Hjemdal(2011)has compared the predictive level of organizational socialization of resilience in civil service groups both in Brazil and Norway.The study illustrates that resilience training improves civil servants'ability to overcome stress and adversity by enhancing the level of organizational socialization.Neville(2014)has said that British civil servants have improved their ability to cope with criticism from government departments and harsh working conditions by participating in resilience training programs in Financial Times.It follows that resilience training programs can enhance civil servants'resilience and improve their workplace well-being.And as an important means of human resource development in modern organizations,“training”occupies an important position in the human resource management system of the public sector(Boying Sun,Guanghua Qi,2012,p.197).If we can draw experience from foreign related researches to put the content related to resilience training into the training of civil servants can improve gross-level civil servants'workplace well-being.On the one hand,it is beneficial to improve the individual quality of civil servants and the efficiency of group and to arouse the enthusiasm and creativity of civil servants.On the other hand,it is also importance to establish a good and high efficiency service civil servants team and a satisfy people's service-oriented government with less expenditures.We plan to reveal the mechanism of how employee resilience enhance workplace well-being to solve the problem of how to cultivate the grass-roots civil servants'resilience and workplace well-being through the training system of grass-roots civil servants.Therefore,this paper builds a mediation models with moderation by introducing the concept of employee resilience based on Public ServiceMotivation Theory,ConservationofResource TheoryandJob Demand-Resource Theory.Through theoretical and literature review,this paper identifies the mechanism of the relationship between employee resilience and workplace well-being and introduces the variables of work engagement and perceived supervisor support.Secondly,this paper conducted field visits to grass-roots civil servants in deputy provincial city(Cheng Du),prefecture-level cities(Lu Zhou,Da Zhou,Zi Gong,Guang Yuan),autonomous prefecture(Liang Shan and A ba)and other places in Si Chuan province by semi-structured interviews to gather relevant primary data and literature.Then frame the questionnaire based the data and literature.In order to avoid common method variance,some grass-roots civil servants in the above areas were selected for pre-survey twice in different times.The reliability and validity of the pre-survey questionnaire were checked and the scales were revised according to the data results.Finally,delivering and recalling the formal questionnaires and using SPSS22.0 and AMOS21.0 as statistical analysis software to deal with the data collected through the 223 questionnaires,and verifying the theoretical model and hypothesis of the relationships between employee resilience,work engagement,perceived superior support and workplace well-being.(1)The results showed that employee resilience is positively related with grass-roots civil servants'workplace well-being.(2)Job engagement mediates the relationship of grass-roots civil servants'employee resilience and workplace well-being.(3)The moderate effect of perceived supervisor support in the relationship between the grass-roots civil servants'employee resilience and work engagement is not significant.The theoretical contribution of this paper are as follows:Firstly,through the empirical research,the article explores the transmission mechanism of how employee resilience influences the grass-roots civil servants'workplace well-being and try to test the boundary condition.Secondly,provides a new perspective for governments to further improving grass-roots civil servants'workplace well-being and performance based on COR theory.Based on the theoretical modle,through the analysis of the paths of resource depletion and replenishment,the results shows that civil servants training can shape and enhance the grass-roots civil servants'employee resilience effectively as well as alleviating job burnout and health problems caused by work requirements and improving workplace well-being.Based on the results,this paper proposes the following management implications:(1)It is helpful for the grass-roots governments to add the“resilience training”content into the original“civil servant training”to develop employee resilience;(2)Grass-roots government should pay attention to the emplyees'engagement and implement the pressure classification management practices to turn the pressure into power;(3)Grass-roots government should pay attention to gross-roots civil servants'psychological needs,and give them support timely.These practices not only can help the grass-roots civil servants dteal with reality problems such as severe resource depletion and low level well-being caused by various job requirement,but also can help to enhance the workplace well-being and the efficiency of the grass-roots government.
