The community is the main component of society and the basic unit of the city.At the same time it’s the main place for residential activities.For Tianjin,a city currently in a historically important stage of development,a study on the mode innovation of urban community governance is an important entry point for people to share the achievements of development and live a better life.The thesis gives a brief illustration of the background and significance of the research on the mode innovation of community governance model innovation in the new era,and summarizes the literature on urban community governance at home and abroad.Then,based on the new public management theory and governance theory,the thesis researches the typical model of urban community governance at home and abroad,analyzes the problems in Hexi District of Tianjin.Through the method of theoretical literature analysis,investigation,case study,based on the typical case of Hexi District urban community governance innovation,on the basis of in-depth investigation,the thesis finds out 4 problems which are the government intervenes too much in community governance and the initiative of residents to participate in community governance is low,the phenomenon of aging in the community is serious and the problem of social pension needs to be solved urgently,community fine management ability is in shortage,every department lacks overall coordination and administers in its own way,and the service efficiency is not enough.Through deep analysis,the thesis puts forward six suggestions: leading the cooperative construction of community governance by Party Construction,return to the standard of community autonomy,and gradually achieve good governance in communities;increasing the participation rate of residents and expand democracy at the grass-roots level;strengthening the construction of implementing fine management;promoting the linkage of the four societies and the diversity of community services;establishing and improving the system of laws and regulations.
