In the new era,major social contradictions in China have undergone profound transformation.In order to meet the objective requirements of the new situation and better meet the people’s needs for a better life,it is very important to further improve the ability of sub district offices to perform their duties in urban Community Governance.It is not only an objective need to improve the quality of urban Community Governance,but also an inevitable choice to improve the urban and rural Community Governance system.Therefore,it is necessary to deeply study the important theoretical issue of the ability of sub district offices to perform their duties in urban Community Governance.In view of this,this study uses the theoretical basis of meta governance theory,good governance theory,collaborative governance theory,empowerment theory,etc.,and on the basis of comprehensive analysis of academic research results and empirical research,conducts a more systematic study on the improvement of the ability of sub district offices to perform their duties in urban Community Governance.This study first clarifies the position and functional orientation of sub district offices in the urban Community Governance system,and clearly defines the connotation of the ability of sub district offices to perform their duties in Community Governance.Secondly,according to the academic research results,the three dimensions of the sub district offices’ ability to perform their duties in Community Governance are determined,and empirical research is carried out with Yunlong District of Xuzhou City as an example.The study found that at present,the construction of sub district offices’ ability to perform their duties in Community Governance has made considerable progress,such as in guiding and regulating the healthy operation of the community,the existing performance of sub district offices’ ability to perform their duties in Community Governance is to pilot and promote advanced working methods,and guide neighborhood committees to carry out autonomous work;Actively explore the operation rules of the consultative meeting and promote the construction of the institutional environment for Community Governance;Establish multiple communication channels and platforms to coordinate diverse governance entities;Lead grid governance and grasp the overall direction of community construction and development;Maintain community security and order,and deal with behaviors that are not conducive to the healthy operation of the community.However,there are still many shortcomings in its ability to perform its duties,mainly manifested as:insufficient ability to guide and regulate the healthy operation of the community,insufficient ability to organize and ensure the supply of public services,and insufficient ability to cultivate community social organizations and community awareness.The reasons for these shortcomings are the challenges brought about by the diversification of urban types,institutional constraints arising from the current system,limited governance resources,imperfect internal construction of street offices,inaccurate grasp of their own hierarchical status,and inadequate transformation of governance concepts.In view of these problems and their causes,the countermeasures and suggestions to further improve the ability of sub district offices to perform their duties in Community Governance include: Grasp one’s own hierarchical position and clarify the relationship between power and responsibility;Improve the carrier of job performance and strengthen the internal construction of the institution;Update the concept of performance and adhere to guiding practice with governance concepts;Integrate performance resources and strengthen resource empowerment;Optimize the performance environment and break through the constraints of the system;Clarify the focus of job performance and implement classified governance. |
