Study On The Current Management Situations And Countermeasures Of Juvenile Delinquents Under Community Correction In Tianjin Binhai New District

Juveniles are the future of the society and hundreds of thousands of families'.The problem of Juvenile delinquency has a profound influence on the progress of families and society,and has aroused widely attention of all countries around the world.Due to its advantages of non-imprisonment,education and help function,in the fields of both academy and practice,Community correction of Juveniles is considered as one of the most appropriate ways to deal with juvenile delinquency.But the fact is that community correction system started late in China.Community correction of Juveniles in China does not have formed a systematic operation mode which affects its development.The main reasons are the limits such as imperfect laws and regulations,the shortage of man power and the backward management concepts.This thesis takes the juvenile delinquents under community correction management in Binhai New District of Tianjin as a sample and analyses the current situations,restrictive factors and strategies of community correction of Juveniles.This thesis arranges the current situations of juvenile delinquency and community correction of Juveniles at home and abroad.Then it summarizes the advanced experience of community correction of Juveniles in some parts of the world.This thesis also describes the current situation and problem causes of juvenile delinquency in China according to the data and case analysis and interview methods.Following this,it analyzes the existing problems and the constraints of the development of the juvenile delinquents under community correction Management in Binhai New District.Thus,some suggestions are put forward to promote the wide and deep development of community correction of Juveniles,such as improving the legislative construction,building a social prevention system,adding professional institutions,enhancing the abilities of the professional team,innovating the concepts and methods of management,seeking the cooperation with the justice authorities(including public safety authorities,courts and procurator),and the countermeasure and suggestions of expanding the scope of the juvenile delinquents under community correction management.
