China’s Community Correction Special System For Juvenile Delinquency Research

Community corrections for Juvenile delinquency are fatal to prevent minors from committing further crimes.The most common penalty correction system for minors is the community correction system,because of the lighter crimes and the education policy.Due to the minor’s special characteristics,the community correction system for minor offenders should be different from the systems for adult offenders.But now in China,we have not achieved this kind of specialization in both theory and practice.The United States is one of the developed countries which has carried out community corrections and special minor offender work at an early time.It has formed a model which takes the Community correction as the center of penalty control and equipped with complete relative theories and systems,which plays a leading role in the world.Compared with the United Stated,China’s community correction for juvenile delinquency is still in the exploring time.So this article mainly study the community correction for minor offenders in the America,trying to analyze the advantages and disadvantages in American in the aim of exploring and concluding the practical experience which suits for our country and can give advice to complete the system in China.The text is divided into three parts:Part one introduces the status quo of community correction for juvenile delinquency including the legal status and the practicing status.It also analyze the shortcomings of the community correction for juvenile offenders,including imperfect legislative,concrete institution matter and short of staff。Part two introduces the application of the community corrections for juvenile offenders in America.The chapter emphasizes on the development tendency and the characteristics of the underage community correction which we learn from.It shows specific correction programs for minor offenders,complete supporting mechanisms and accelerated judicial system and widespread participation of the public。Part three throw out suggestions to perfect community corrections for minor offenders in China.The chapter will propose several recommendations through the combination of currents situation and emerged problems of China and the experiences and lessons of America’s system.To perfect the community corrections for juvenile delinquency in China,We should strengthen the relative legislation,verify the item systems,perfect the evaluation system,set up special institution and recruit professional staff and strengthen publicity and education.
