In order to respond to the growing trend of aging population actively,Our count ry explores continuously in the reform practice,has formed one of the current highly effective ways to deal with this problem.Coastal cities as the first militar y home care,has achieved remarkable results in the form of services,operating mode ls and performance evaluation,But in the western underdeveloped region,How ca n the government provide the public with a satisfactory home care service?Formin g a Public service supply mode that government-led with citizens and society's Wid e participation.It can meeting the needs of society and the elderly,there is still a lo ng way to go.This paper selects Liangzhou district,Wuwei city,Gansu province as the research object.Use Liangzhou district home care service center as the specific case.Based on public service theory and multi-center governance theory.In the process of the government transforming the role of the direct producer of social welfare public goods into the buyer.From the provider(government planning,purchases,supervision,assessment),producers(Direct production based on enterprises,volunteers,etc),and the user(Home-based elders are providing demand,co-producing and paying service fees)three perspective,design three evaluation clues are: function setting orientation,self-evaluation and service object evaluation.To investigate and analyze the problems in the operation of home care center in liangzhou district,Then explore the bottlenecks and problems restricting the development of home care services in there.After combing the domestic Ningbo,Shanghai and other cities on the successful experience of home endowment service practice,We put forward feasible countermeasures from three aspects:the government,service enterprises(community,volunteers),home elderly,which can further develop home care services in Liangzhou district.
