At present,the aging problems are widely discussed and become a warm research field in China.With the population aging progress in the period of rapidly social and economic development in Liaoning province,how to meet old people’s demand of care services,how to ensure the living quality of old people and how to improve the happiness index of aging population have focused on by Chinese government and society.In order to solve the problems,thegovernment actively called for local quest to establish a community homeendowment which is Coordinated with the level of economic and social development,based on the old-age home,supported with the community and organization.It is the new pension model accord with the situation of population aging in China and is formed by the integration of China’s basic national conditions and the base of learning fromother countries.Community old-age security,can protect the old man and does notchange their original social relations and make them receive professional care in their own community environment.It can reduce the pressure of family nursing at the sametime,also to avoid to cause to some elderly mental damage into pension institutions.Itis the endowment pattern in accordance with the will of the aged,but also a feasiblemode of solving China’s old-age pension.This pattern makes our country has anessential improvement on the ideas of solinge the problem of population aging orpension issues.Meanwhile,the traditional pattern of care services for aging population can not satisfy the service needs from aging population and their families.Thus,taken home-based care service as an example,new care service pattern has entered into a high speed development stage.Under the trend of rapid aging of old population in our country,building and improving the care services system in Liaoning province becomes a serious problem to be solved.Taking Xinhu Community,Jihong Street,Tiexi District,Shenyang City as an empirical example,the paper studies the care services problem in aging population.And then elaborates the specific content and the practice of the new lake communities in Shenyang city,analyzes the existing problems and the reasons,puts forward the countermeasures,and provides the suggestions for the concrete construction and development of Jihong street community home care service.Jihong Street New Lake community home care services to carry out the main direction.
