A Study On The Problem Of Community Home-based Old-age Care In Nanjing

With the extension of the average life expectancy of the population,solving the problem of population aging in China is becoming a major social problem,and the contradiction between supply and demand of pension services in China is becoming more and more serious.The supply system of the old-age service can not only rely on a single main body of the old-age service,but also can not meet the diversified needs of the elderly.Community-based home-based pension model has received extensive attention because it highlights the responsibility of the state,family and Society for providing for the aged.The advantages of community-based home-based pension system and family-based pension system.At present,the mainstream pension mode is the social home pension mode.One of the only ways to reform the pension service is to increase the supply of community home pension service.Nanjing City attaches great importance to the development of home-based care services in the context of the needs of elderly care services and urban development.Nanjing Municipality promotes this kind of service that is based on government policies,takes the family as the core,relies on the community,and realizes the scientific use of old-age resources in all aspects,providing spiritual comfort,medical care and life care services to the elderly in the community..At present,the supply model of old-age care services in Nanjing is slowly changing.The government,society,market and community work together to achieve complementary advantages and form a pension model and pension mechanism that keeps pace with the times.Under the government’s leading,market operation,and social participation,the community’s home-based care service supply pattern will be formed,and the idle old-age resources in the society will be brought together for scientific allocation.The Nanjing Municipal Government’s purchase of the community home care service model will become the most important mode of providing old-age care services in the near future.Based on the analysis of the current situation in Nanjing,the author conducted a survey of several communities in Nanjing,and conducted face-to-face communication with a large number of community-based elderly care workers and related institutions to understand the development of community-based residential care services in Nanjing.The interviews were organized around government-related policies,service organization operations,service content and service acceptance.This paper uses the questionnaire survey method,literature analysis method,field survey method and case interview method to study the model of community home care service at home and abroad,analyzes the home care service in Nanjing,and draws lessons from the relevant practice in Nanjing.Some views.The results of the survey showed that only 45%of the respondents had an understanding of the community’s home-based care model,and nearly 60%said they would support this model;the respondents’ choices for pensions were mainly due to their monthly income levels and household per capita.The monthly income impact;about 70%of the respondents need community home care services,and their needs for community home care services involve many aspects,the most people who need to chat and talk,accounting for 80%;only 13%said They have enjoyed subsidies for government home care services;the respondents also hope that service projects will increase and the quality of community personnel will improve.Comparing the practical experience of relevant domestic cities with the typical models of foreign countries such as Sweden,Britain,Singapore and Japan,after comparing and analyzing the pension patterns of these countries,the author finds that the construction of the community home care service model in China requires government,society,community and individuals.Participate together,achieve complementary advantages,and rely on the community to form a scientific community home care service system.Finally,the author gives a solution based on the actual problem,hoping to bring valuable reference for the improvement of the community care service level in our community.The author believes that a sound community home care service system should be established,clear government responsibility,increase service content;improve the platform construction of community home care services;and increase the number of service entities,the government should provide financial and policy support for community home care,and establish sound services.Purchasing system;improve the community home care supervision and service evaluation system;carry forward the tradition of respecting the elderly and love the old,increase policy propaganda,and comprehensively guarantee the important role of community home care for the elderly.
