Research On The Optimizing Of "Three In One " Rural Governance Model

With the advancement of the national governance system and the modernization of governance capacity,the level of rural governance has been further improved.Under this background,the "three-in-one" rural governance model emerges as the times require.The "three-in-one" rural governance model refers to rural doctors and teachers entering the work of village committees,farmers using the Internet to handle administrative affairs,and lawyers going to the village to provide legal services.The "three-in-one" rural governance model not only solves many problems faced by current rural governance,but also provides a reproducible experience for rural governance in ethnic minority mountainous areas.However,through investigations,it was found that the "three-in-one" rural governance model had problems in the actual operation of L Town in Hubei Province.For example,rural doctors and teachers played a limited role,and related departments did not run smoothly,which hindered the further promotion of the model.The problem of rural doctors and rural teachers participating in governance is due to insufficient capacity of the governance subject and insufficient feedback on its governance effects.The problem of administrative affairs on the Internet is because the development of e-government is not perfect,the relevant staff members are not aware of the concept,the work enthusiasm is not enough,and the relevant legal system is not perfect.The problem of lawyers providing legal services to the village is because the implementation of the system is not strict,and there is no effective evaluation and feedback on the effectiveness of the lawyers.On the basis of expounding the concept of rural governance and the "three-in-one" rural governance,the theoretical basis of this paper is the governance theory.This paper hopes to provide reference for the further improvement and promotion of this model.In order to solve the above problems,this paper proposes optimization suggestions for the "three-in-one" rural governance model:optimizing the team of rural doctors and teachers by expanding the scope of talents absorption and perfecting the assessment mechanism.Optimizing rural e-government by coordinating service forces by improving service efficiency.Through improving the quality of lawyers,establishing mass feedback and supervision mechanism to optimize.Overall,by optimizing the components of the "three-in-one" rural governance model,the "three-in-one" rural governance model is optimized in terms of governance subject,governance mode and governance means,andthen the overall optimization of the model is achieved.
