New Development Of CPTPP State-owned Enterprise Rules And China’s Countermeasures

Because of their special ownership relationship,state-owned enterprises often enjoy various competitive advantages in the market.For this reason,some countries and international organizations restrict the competitive advantage given by the government to the state-owned enterprises,and ensure the fair competition between the public and private enterprises.As Chinese state-owned enterprises continue to “go out”,the activities of Chinese state-owned enterprises in the international economic and trade market are bound by different dimensional rules.The CPTPP agreement,which was formed by US-led negotiations,has higher standards for the competition of state-owned enterprises.Although the withdrawal of the United States has caused no small impact,this high-standard state-owned enterprise rule is still highly targeted to China’s state-owned enterprises.From the specific analysis,the scope of adjustment of China’s state-owned enterprises may be large,and many existing behaviors will be restricted.However,the impact of the new development of CPTPP state-owned enterprise rules on China’s state-owned enterprises is generally consistent with the direction of China’s state-owned enterprise reform.Therefore,China must actively face the new development of this state-owned enterprise rule,and strive to achieve the high standards of CPTPP state-owned enterprise rules from the government and the enterprise itself.In addition to the introduction and conclusion,this article is divided into four parts:The first part gives a brief overview of the rules of state-owned enterprises.Firstly,it introduces the definition of state-owned enterprises and the important position of state-owned enterprises in economic development.Then it mainly introduces the contents of traditional state-owned enterprise rules and analyzes their inadequacies.The second part is an analysis of the core rules of CPTPP on the development of state-owned enterprises.It includes the analysis of the content of the four core rules of non-commercial assistance,non-discrimination and business considerations,jurisdiction and transparency,and highlights new developments and advantages over traditional rules.Dialectical thinking analyzes the shortcomings of the new development of CPTPP state-owned enterprise core rules.The third part makes a detailed analysis of the impact of the new development of CPTPP state-owned enterprise rules on China.Analyze the scope of adjustment that CPTPP state-owned enterprise rules may have for China’s state-owned enterprises.Guided by the rules,this paper analyzes the impact of the new development of CPTPP state-owned enterprise rules on China by comparing the CPTPP state-owned enterprise rules with the current state-owned enterprise rules.The fourth part summarizes the possible attitudes of China’s CPTTP state-owned enterprises through the above analysis,and proposes countermeasures from the nationallevel of China and China’s state-owned enterprises.
