Study On The Evaluation Model Of The Construction Level Of Law-based Government In Western China

After the State Council promulgated the "Outline for Comprehensively Promoting the Implementation of Administration by Law" in 2004,some places began to try to establish an indicator system of a government ruled by law one after another to quantitatively evaluate the construction of a government ruled by law.Local governments have begun to carry out the evaluation of the construction level of the government ruled by law,which is conducive to improving the government's level of the government ruled by law,promoting the construction process of the rule of law in our country,and building a "rule of law" government.In the evaluation report on the construction level of government under the rule of law issued by the Research Institute of Government under the Rule of Law of China University of Political Science and Law for six consecutive years,we can find that the construction level of government under the rule of law in different regions of China is uneven and the development among regions is uneven.On the whole,the level of rule of law in the eastern region is much higher than that in the central and western regions.The huge gap in the evaluation results shows the problems in the design of the evaluation model for the construction of a government ruled by law.If the eastern,central and western regions adopt the same evaluation model for the level of government construction under the rule of law,the results will be biased,because the western region has its own particularity such as a wide distribution area of ethnic minorities,many types,large differences in cultural habits among ethnic groups,special geographical environment and strong religious beliefs of residents.Inorder to ensure the scientificity and accuracy of the evaluation of the construction level of the rule of law government in the western region,the evaluation of the rule of law government in the western region should fully consider the particularity of the western region.Starting from the actual situation in the western region,it should actively learn from and refer to the existing evaluation models at home and abroad,introduce practical evaluation rules and indicators,construct the evaluation model of the construction level of the rule of law government in the western region,promote the standardization of the evaluation of the construction level of the rule of law government,play the role of promoting the construction by evaluation,and further promote the process of the construction of the rule of law The article studies and analyzes the evaluation model of the construction level of the government ruled by law in the western region of China from five aspects.First,it explains and classifies the evaluation of the construction level of the government ruled by law in the western region.Then,it analyzes the advantages and disadvantages of the current evaluation modes of the government ruled by law in the western region.Then it points out the difficulties faced by the evaluation of the construction level of the government ruled by law in the western region and the special requirements of the construction mode.Finally,to build an ideal model for the construction level of the government ruled by law in the western region,the evaluation examples of the government ruled by law in Xining and Liuzhou are listed to enhance the practicality of the research.
