A Research On Building The Rule Of Law Ability Evaluation Index System Of Grassroots Cadres

On October 20,2014,the fourth plenary session of the 18th Communist Party of China announced Certain Major Issues Concerning Comprehensively Advancing the Law-Based Governance of China,pointing out that we should build the rule of law in China.Huge quantity of Cadres at the grass-roots level in our country is the 'last mile' to carry out the national policies and regulations.They have special status in promoting the rule of law construction in China.How to evaluate the rule of law ability of grassroots cadres has become the problem we are faced with.Based on the complexity of the rule of law ability of the grassroots cadres,the thesis kept a foothold on the theoretical research results of ability construction of rule of law,and combined the characteristics of the law construction of the grassroots cadres as well as the empirical investigation of grassroots cadres in Minqing.It regarded the theories of law-based government,governance and good governance,competence-based theory and system theory as the instruction,and comprehensively applied the analytic hierarchy process(AHP)and multistage fuzzy comprehensive evaluation method of theory knowledge,analyzing the factors to affect the ability of cadres at the grass-roots level of the rule of law,striving to build an index system of ability of cadres at the grass-roots level of the rule of law.The thesis established a multi-level evaluation model from the four dimensions of multi-faceted 12 different Angle analyses and comprehensive evaluation to evaluate of grassroots cadres ability under the rule of law to provide a more suitable method.This paper firstly combed the theory research at home and abroad,defined the related concepts of the rule of law ability of cadres at the grass-roots level of,and explained the theoretical basis and using method.Then,taking Minqing County as an example,it pointed out the grassroots cadres status under the rule of law,and analyzed the influence factors of rule of law ability of grassroots cadres.On this basis,the paper built a set of grassroots cadre's ability index system under the rule of law,and determined the index weight.Next,it built the evaluation model of cadres' rule of law ability at the grass-roots level.Finally,the paper summarized the research achievements,and the problems to be solved were also presented.
