A Research On International Counter-terrorism Cooperation From The Perspective Of Cyberspace Sovereignty

Cyberspace is a brand new field of global governance and international rule-making.Since the 18 th CPC National Congress,the CPC central committee has attached great importance to global governance,especially in cyberspace.Cyberterrorism is a combination of terrorism and cyberspace,which is more concealed and destructive.International cooperation is an efficient way to fight against cyberterrorism.However,the differences in the principle of cyberspace sovereignty,the lack of international conventions and the technological monopoly of developed countries make it hard for counter-terrorism cooperation in cyberspace to develop into a deeper level.Faced with cyberterrorism,the international community should clearly define the cyberspace sovereignty,improve the counter-terrorism cooperation mechanism,and make the United Nations as the headquarters of counter-terrorism.At the same time,attention should be paid to the internationalization of Internet critical infrastructure,the establishment of international rules in cyberspace,and the building of a community of shared future for mankind in cyberspace,so as to protect the rights and interests of developing countries.China should focus on constructing the theoretical of cyberspace sovereignty,improve relevant legislation,participate international cooperation under the framework of the United Nations,so as to promote institutional rights in cyberspace governance,protect China's sovereignty,security and development.Based on the theory of sovereignty,this thesis makes a detailed analysis of the concept,and characteristics of the cyberspace sovereignty,cyberterrorism,and shows the problems and challenges in international cooperation on counter-terrorism.By analyzing the applicability of cyberspace sovereignty in the international cooperation on fighting against cyberterrorism,the theoretical framework is build,and the feasible path is proposed.Therefore,this thesis provides theoretical and practical support for China to deeply participate in international cooperation on counter-terrorism in cyberspace and fight against cyberterrorism more effectively.
