Research On International Cooperation In Counter-terrorism Crime

After the end of the cold war,the strained relationship between the big powers were relived,the importance of non-traditional security issues represented by terrorism is increasing.Since the twentieth Century,terrorism crimes have emerge in an endless stream,the 9·11 terrorist attacks in the United States,the explosion of terrorist attacks in Bali Island,the terrorist attacks in Paris of French,terrorist attacks in Brussels and so on.A series of terrorist attacks in the international community make people realize the serious thereat of terrorism to world peace and security.With the rapid development of science and technology at present,terrorists may use the internet reach all corners of the world,terrorism crimes have evolved from domestic crimes to transnational crimes,that is,terrorism crime is no longer limited to a country or a region,but a threat to the entire international region,but a threat to the entire international region.The organization structure of terrorism is develop to "network structure",they can join together to carry out a terrorist activity across the region.Therefore,terrorism has evolved from local turbulence to the dangers of all parts of the world and has a great impact on the national security,political security and economic development of the whole international community.The seriousness of the trend of the development of terrorist crimes has led to the difficulty of eliminating terrorist crimes by relying only on one country's power,only the countries of the world have joined together to carry out many aspects of counter-terrorism cooperation,jointly combating the forces of international terrorism,can elimination of terrorist crimes from the root.Countries should respect the sovereignty of each other and restrict the counter-terrorism action among countries by international legal norms.Take the United Nations as the center to fight against international terrorist crimes,and take the anti terrorism convention issued by the United Nations as the guideline of international anti-terrorism cooperation to prevent and combat terrorist crimes.At present,the occurrence of the 9·11 event in the United States has gradually strengthened the cooperation between countries to counter terrorism crimes.Bilateral and multilateral mechanisms for counter-terrorism cooperation have already see results.The regional Shanghai cooperation organization has more significant influence.On the one hand,the members of the Shanghai Cooperation Organization signed the Shanghai convention,the Convention provides guidelines for the cooperation of member states in counter-terrorism.On the other hand,the Shanghai cooperation organization set up regional counter-terrorism agencies,the agency promotes coordination and cooperation among member states and provides security for inter regional security.But because of the long-term existence of the differences of political and economic systems between the east and the west society,and the differences in social ideology,and so on.There are many problems to overcome to establish a united cooperation to anti terrorism crime,it needs the joint efforts of all countries of the world.The framework of the paper is composed of three parts: introduction,text and conclusion.The main part of the text is mainly composed of three parts.The first part give the description of the concept of the crime of terrorism,discusses the negative effects of terrorist crimes on national security,political stability,economic security and world peace.The second part details the status of anti terrorist crimes in the United Nations,China,the United States,Russia and Europe.The article is based on the United States,Russia and China to discuss the transformation of these countries' anti terrorist attitude and the efforts to cooperate with the international anti terrorism crime.At the same time,it analyzes the contributions made by all the forces in the international community to the cooperation against terrorism,pointing out that international cooperation against terrorism still faces obstacles.The third part mainly analyzes the international efforts to improve the cooperation mechanism of anti terrorism crime.This part based on the plight of anti terrorism in the international cooperation,put forward the international community to form a unified definition of "terrorism",should broaden the subject of international anti terrorism crime,taking the government as the lead,adding folk factors at the same time;put forward the international cooperation against terrorism should adhere to the principle of respect for state sovereignty.Through the analysis of regional,bilateral and multilateral forces on counter-terrorism cooperation,this part makes suggestions for the better participation of the international community in counter-terrorism.
