As the dispatched office of the local government,the sub-district office directly undertakes the management of the city,construction of the community,maintenance of stability and other aspects of specific work,and is closely related to the people’s lives.With the continuous expansion of functions,many problems have been exposed in human resource management of sub-district office.The region government of Qinhuangdao Economic and Technological Development is subordinate to Qinhuangdao Municipal Government.The research on the human resource management of its jurisdictional four sub-district offices will be more characteristic.Reasonable allocation of the human resources can better maintain community security and promote economic development,thus driving the regional economy and playing a more leading role.This paper takes the human resource management of four sub-district offices in Qinhuangdao Economic and Technological Development region government as a case.The methods of literature study,case study,comparative analysis,investigation and research are adopted.This paper studies the current situation of human resources management in the district offices of the development region.We find the work of the sub-district office of the development region is difficult to carry out due to the unequal rights and responsibilities of the staff.Brain drain,lack of personnel,aggravation of responsibility,too much work witch staff can’t afford to take on;A series of problems,such as loose discipline of staff,no effective performance management and so on.Through the analysis of the causes of human resource management issue,this paper proposes legislation to clarify the rights and responsibilities of the staff in the sub-district office,as well as the responsibilities of departments and staff.Implement preferential policies,open channels for recruitment of staff in sub-district office,and formulate practical ways for promotion of staff,and open channels for promotion to retain talents;Recruitment of staff through strict post setting enables staff to have higher business capacity and comprehensive quality,balance the setting of human resources in the street office,and regulate pre-service and in-service business training of staff to improve the overall staff quality.Establish an effective daily attendance management system,strengthen the management of work logs,establish a scientific and perfect assessment system,and link the assessment results with rewards and punishments,stimulate the vitality of staff,improve government service capacity,and improve the satisfaction of people.
