Research On Prevention And Control Of Village Cadres’ Risk Of Honest And Clean Government

All the time,the Party and our government were continuously to explore an effective method to prevent and handle corruption,and carried out many activities such as special rectification of “micro corruption”.But,in recent years,the corruption of village cadres is becoming increasingly acute and tends to deteriorate,which brings great harm to the society.It’s very important to think that how to build a team of loyal and clean village cadres to curb the occurrence of corruption fundamentally.For this reason,this article takes village cadres’ risk of honest and clean government as the object of the study.Using the literature research method,the article sorts out and summarizes the literature about village cadres’ risk of honest and clean government,defines two core concepts of village cadres’ risk of honest and clean government and the control of the risks,and elaborates the theory of risk management in detail.Thus,the content and boundary of this study are determined.Based on the classification and analysis of 190 cases of corruption of village cadres investigated and punished by Dingzhou Discipline Inspection and Supervision Department from 2015 to 2017,this paper conducts a re-visit to key cases and on-the-spot investigation,and obtains the first-hand information of corruption of village cadres.Through the induction and analysis of corruption of village cadres,this paper summarizes the types and high-risk points of village cadres’ risk of honest and clean government in Dingzhou,explores the mechanism of the risk of clean government of village cadres,and finally constructs a risk prevention and control system of clean government of village cadres with high universality.Through classifying and analyzing village cadres’ corruption cases in Dingzhou,the author finds out that the current types of corruption cases of village cadres mainly focus on three aspects: ethics,institutional mechanism and power exercise.Therefore,the village cadres’ risk of honest and clean government can be summarized as the risk of ethics,the risk of institutional mechanism and the risk of power exercise.The ethical risk is a kind of risk caused by low quality of village cadres and low ideological and political level.The risk of institutional mechanism is caused by the imperfection of various systems at the village level and in the process of implementation.The risk of power exercise is mainly reflected in three aspects,excessive exercise of power,inadequate exercise of power and abuse of power.Then this paper refines and summarizes the specific and high risk points of the three types of village cadres’ risk of honest and clean government.This article through the research to explore main reasons of village cadres’ risk of honest and clean government.The reasons of ethical risks are the low education level of village cadres and the obscure effect of honesty education.The reasons of risks of institutional mechanism are imperfect of institutions at the village level,which is vulnerability in execution.The reasons of risks of power exercise are the problem of village cadres’ Self-Cognition,insufficient capacity and inadequate supervision of power.Finally,based on the actual work of village cadres,this paper constructs a risk prevention and control system of village cadres’ risk of honest and clean government.This system includes three aspects.First,the combination of self-awakening of village cadres and targeted education to prevent and control village cadres’ ethical risks;Second,the improvement of electoral system to prevent and control institutional and institutional risks;Third,the establishment of a correct concept of power by village cadres,the improvement of their own capabilities and the strengthening of supervision over power to prevent and control risks of power exercise.
