On The Prevention And Control Of The Risk Of Honest And Clean Administration In Grass-roots Trials From The Perspective Of Informatization Optimization Research

In 2012,the Supreme People’s Court issued the guiding opinions on comprehensively promoting the construction of anti-corruption risk prevention and control mechanism of the people’s court,which pointed out that "people’s courts at all levels should integrate modern information technology into the system design and management process of anti-corruption risk prevention and control",providing system guarantee for the information construction of anti-corruption risk prevention and control in the trial area.During this period,the informatization of online case handling and trial management has achieved remarkable results in promoting judicial openness,improving litigation services,and strengthening internal process control,indirectly promoting the informatization of anti-corruption risk prevention and control.In 2016,the "smart court" was listed in the national informatization development strategy,and it has become a new proposition to build a corresponding anti-corruption risk prevention and control mechanism.Based on the system anti-corruption theory,comprehensive risk management theory and quality management theory,relying on the "power electronic supervision analysis framework",according to the three stages of pre prevention,in-process supervision and post disposal,this paper focuses on the study of the status quo of anti-corruption risk prevention and control of court S,as well as the additional effects brought by online case handling and management informatization.Through qualitative evaluation and quantitative analysis,the actual effect of s Court’s anti-corruption risk prevention and control informatization is tested,and the existing problems and constraints are summarized and analyzed.It has been proved that the informatization of s Court has achieved obvious prevention and control effects in the aspects of judicial discretion setting,internal process reengineering,judicial information disclosure,etc.According to the "power electronic supervision analysis framework" and the experience of domestic courts in corruption prevention information cases,this paper puts forward some optimization strategies,such as updating the concept of trial management,improving the risk management process,establishing the risk early warning mechanism,strengthening the use of artificial intelligence in the allocation of trial power and the supervision of trial power.
