As The Example Of Hang Zhou Xiaoshan District-Make The Research For The Prevention And Control Of Village Cadres’ Incorruptible Government Risk Under The Background Of Supervision System

As the most grass-roots managers of the country,village cadres assume the role of a bridge between the government and the people.They are not only the executors of the party and national policies,but also an important carrier of villagers’ autonomy.From the perspective of governance structure,the small power of the connecting layer between the government and the people is a special form of power,which exists between the government and the people,with formal institutional power,difficult to supervise,and the public cannot supervise.After the reform and opening up,with the development of national construction and market economy,small and micro power expands rapidly,correspondingly,the problems such as imperfect supervision system,limited supervision effect and corruption of small and micro power are prominent.As a result,the problem of "micro-corruption" around the people in rural areas has occurred frequently in recent years,which has gradually become a hot political issue highly concerned by the party and the state and strongly reflected by the people.In March 2018,the Supervision Law passed a vote at the first session of the National people’s Congress.It is clear that the "six categories of personnel" will be included in the scope of supervision,including those engaged in management by grass-roots mass organizations.So far,it has realized the full coverage of the supervision of public power,and pointed out the guidance for promoting the comprehensive strict administration of the party to the grass-roots level in the new period.However,at the same time,there are many problems that need to be clarified and regulated.Taking the village cadres as the research object,based on the understanding of the governance theory of the connection between the government and the people,this paper used the method of literature analysis and case analysis,combined with the background of the supervision system reform,in-depth analysis of the current situation of risk prevention and control of clean government of village cadres before the reform of the supervision system.On the basis of previous studies,this paper selected Xiaoshan District of Hangzhou as the research area,combined with local reality,looks for effective practices after the reform of the supervision system,and analyzed the still existing problems.and targeted applicable to the current background of more effective risk prevention and control means of honest and honest village cadres.It is hoped that this study can provide meaningful countermeasures for the risk prevention and control of honest and honest village cadres in practice,and enrich the relevant materials of the punishment and prevention system in theory.
