Construction of the incentive mechanism of civil servants is an important part of the management of civil servants cadres,through the civil service incentive mechanism to establish and implement,can effectively mobilize civil servant's enthusiasm and the initiative can effectively promote the administrative efficiency into full play.Abroad in this regard research into earlier,in our country,although many scholars on the incentive mechanism of civil servants made some research,but generally speaking,still in the initial stage,and in many places is still not perfect.Civil servants of local tax department as a typical administrative law enforcement departments of civil servants,in some grass-roots government rent sector still exist negative work attitudes of problems,and these problems are the most fundamental reason is the incentive mechanism of failure.This paper mainly aimed at the local tax department of human resources management in incentive mechanism optimization problem by LF City local tax department,civil servants incentive mechanism research,aims to put forward countermeasures to optimize,improve the existing incentive mechanism,so as to improve the enthusiasm and creativity of the work of the local cadres,stimulate the vitality of the team,enhance work quality and efficiency.This paper starts from the research background and significance,research status at home and abroad,the research contents and methods are introduced,and expounds the related concepts of tax department civil servants incentive mechanism and theoretical basis.The detailed description of the LF City local tax department,civil service status,in the scientific design of the questionnaire,reasonable selection of survey based,conducted a questionnaire survey,understand the needs of the personnel,current incentive mechanism and staffing needs for comparison,on the basis of that of current incentive mechanism characteristics,satisfaction and positive effect of in-depth analysis,focus on finding a LF City local tax department of civil service incentive mechanism,the existing problems,causes and nature of the analysis,in order to provide a basis for optimizing countermeasures.In the civil service incentive mechanism optimization countermeasures part,around incentive mechanism of elements,and discusses the countermeasures to optimize the core concept,follow the principle,design method and the main framework proposed incentive feasible optimization measures,from the pay system,job arrangement,performance appraisal,reward and punishment mechanism,cadre selection,training system,organizational culture,positive incentive and negative incentive,the intrinsic and extrinsic incentive combination,is to carry out incentive to play the greatest potential of the existing civil service.At the same time,the design protection measures,ensure to achieve the anticipated results.
