Research On Problems Existing In Supervision Of County-level People’s Congress On County Governments

As the ancient people said, once counties are well governed, the whole country would be secured. County, as a basic unit of administrative division, is the cornerstone of the development and stability of the whole society. All power in China belongs to people. Organizations people use to exercise the national power include both National People’s Congress and Local People’s Congress at all different levels. County People’s Congress, as a form of grassroots organizations, bears the divine responsibility to supervise county governments so as to give full play to its functions, promote rapid economic and social development and improve people’s happiness index, which is of great significance for comprehensively deepening reforms and achieving the goal to make counties and people rich and powerful. Whether the county people’s congress can well exercise its functions not only affects the economic development of counties, but also plays a crucial role in the development of the whole national economy. During the past over30years after the founding of the standing committee for the local people’s congress, the county people’s congress and its standing committee have made positive explorations and bold practice in improving the people’s congress system, strengthening supervision, innovating supervision modes and enhancing the effectiveness of supervision, done a lot of fruitful work and accumulated rich experience, thus gradually strengthening supervision, improving supervision methods and gaining increasingly distinct supervision effects. It can be said that "progress has been made by the county people’s congress every year". However, due to historical and practical reasons, there are some problems and deficiencies in the supervision of the county people’s congress on county governments. These problems and deficiencies are also one of hot topics which arouse the most attention from the masses. In this paper, based on research background and significance, an overview is made of the research status at home and abroad. Detailed introductions are made to relevant concepts and theories of the supervision of the county people’s congress on county governments and historical development of the county people’s congress. A careful analysis is made of the status quo, existing problems and causes of problems in the supervision. Improving the understanding towards the supervision of the people’s congress, well knowing the supervision mechanism, perfecting the supervision mechanism, making deputies to the people’s congress serve full time and paying great attention to the construction of the standing committee of the people’s congress, as five countermeasures, are proposed to deal with problems existing in the supervision such as the weak awareness for the supervision subject, inadequate supervision, less distinct supervision effects and incompetence of the people’s congress in supervising county governments.
