The Study On The Car-hailing Industry Cooperation Governance Mechanism Construction

In recent years,With the rapid development,the car-hailing industry has become one of the important means of public traffic.As a new format of “Internet +transportation”,the development of the car-hailing has brought more efficient and convenient service for car calls and low quality ride experience,it also effectively promoted the reform and development of the traditional cruise taxis.However,the car-hailing industry also brought low price competition,non-standard operation,against the interests of passengers and other development issues.The government departments are tolerant and encouraging about the development of the car-hailing industry,and also actively introduce relevant management measures to regulate them.In the process of dealing with the car-hailing industry,the platform companies,drivers,and passengers are all involved in the government's governance process,but the degree of participation is different.The governance is still under the government's leading participation in governance,the cooperation between the parties is lack.This paper takes the governance of the car-hailing industry in Shanghai as the object of study.Through the interviews with Shanghai Traffic Commission,the Didicompany,drivers and passengers,to explore the relationship in the process about the subject,to analysis the interaction between the behavior of subject and the governance policy,to discover the participation of the subject in the process of governance and the factors that influence the participation,analyzes the shortcomings of governance,and puts forward some suggestions from the perspective of cooperative governance.The full paper is composed of six chapters.Chapter ?: Introduction.This section mainly includes research background,literature review,related concepts and basic theory,and research content and research methods.Chapter ?: The development of car-hailing industry and the current situation of government regulation.This part is mainly about the development process of the car-hailing industry and the evolution of the government regulation policy.Chapter ?: An empirical analysis of the government regulation of the car-hailing industry in Shanghai.Firstly it analyzes the process of Shanghai city about car supervision.Secondly is the analysis of the related subjects in the management of the car-hailing industry.Thirdly,through interviews,this paper analyzes the actual participation of the subjects in the process of Shanghai city car-hailing industry governance.Chapter ?: The government regulation dilemma of the car-hailing industry.This part mainly finds out the shortcomings of the government regulation and the problems of the principal participation in the process of governance,and explains them from the theoretical level.Chapter ?: The construction of cooperative governance mechanism of the car-hailing industry.This part mainly includes the way to build the mechanism from the perspective of cooperative governance.Chapter ?: Research conclusions and prospects.This part mainly includes the summary of the full text research,the deficiency of the research and the prospect of the research of the future governance.
