The Research Of Establishing A Online Ride-hailing Cooperative Governance Pattern In Wuhan

Online ride-hailing has developed rapidly in recent years in China and become a new trip mode for Chinese consumers.Many mobile transportation platforms including Di Di make mobile applications that connect passengers with drivers of vehicles for hire.It permits individual drivers to rent their cars they own,so the advent of online ride-hailing effectively tackled the problem of taking taxis.In 2016,As the world’s first country,Chinese government has admitted the validity of online ride-hailing.It is good for the development of online ride-hailing,but new challenges may also arise from this change.With the decision-making power of local government,there are discrepancies in different regions,so this paper chooses Wuhan,one of the most important traffic hub city in China,as a research case.By applying the theory of cooperative governance,this paper analyses online ride-hailing problems in Wuhan,builds a development model and makes suggestions.In addition,this analysis could provides other local governments with a online ride-hailing management reference example.They could gain a deep understanding of how to balance of each parties’ interests and explore new supervision modes.Meanwhile,governments could innovate their ways of governing taxis and improve their abilities of governance,promoting development of the online ride-hailing industry harmoniously and orderly.This paper is divided into four parts.Firstly,understanding foreign scholars’ perspectives of online ride-hailing and comparing with the concepts of sharing economy and traditional taxis,it emphasizes the conception of online ride-hailing and concludes its features.Simultaneously,the paper generalizes the evolution of cooperative governance theory and shows the advantages of applying it into the online ride-hailing management.Secondly,it introduces the current situation of the online ride-hailing development and the related management strategies in Wuhan.Based on comparison with conventional management norms,it continuously finds the governance problems and the corresponding reasons occurring in the online ride-hailing industry.Thirdly,combining with cooperativegovernance theory,this paper establishes a governance mode with three sections:synergetic engine,synergetic behaviors and synergetic outcomes,which is suitable for the online ride-hailing management.In the end,in terms of government,market and society,this paper puts forward several governance policies according to the previous mode,including confirming the government’s leading role of the process,strengthening the transportation platforms function and entitling rights for social groups and the third-party organizations to have a role in deciding issues.
