Study On The Influence Of Urban Basic Public Service Acquisition On The Urban Integration Of Migrant Worker

Along with the rapid advancement of China’s industrialization process,a large number of agricultural transfer populations have successively entered the city to work and become a large floating population group.For a long time,migrant workers have made great contributions to China’s urban construction and economic development.However,they have always been regarded as vulnerable groups and marginalized groups in the city.The basic rights to survival and development have not been effectively guaranteed and cannot be well integrated into urban society,which has seriously restricted China’s urbanization level.The proposal and implementation of the new urbanization strategy and the solution to the rights protection of migrant workers have ushered in new opportunities.Among them,the supply of basic public services for migrant workers is not only an important part of social fairness and justice,but also a bridge and catalyst for promoting the effective integration of migrant workers into cities and the realization of citizenization.Based on the questionnaire survey data of migrant workers in Fujian Province from 2017 to 2018,this paper uses the theory of responsible government,new public service theory and social integration theory as the theoretical basis,using literature research method,empirical analysis method and case study method.The relationship between the acquisition of urban basic public services and the integration of migrant workers’ cities has been thoroughly discussed.The following key questions have been answered theoretically and empirically: What is the status of migrant workers’ access to basic urban public services? What is the status of migrant workers’ urban integration at this stage? What is the specific impact of urban basic public service acquisition on the integration of migrant workers’ cities? Studies have shown that in terms of access to basic public services,there is still a long way to achieve equal access to urban basic public services for migrant workers,especially public employment services and housing services.Basic public services such as social security,public housing and compulsory education for children are the problems that migrant workers need most to help solve.At the same time,the needs of different groups are quite different.The overall satisfaction of the migrant workers’ group on public services is low,and the evaluation of housing security services is the most dissatisfied.In terms of urban integration,the urban integration of migrant workers is generally not ideal,and there are obvious hierarchical and intergenerational differences.The results of the metrological test further show that the acquisition of urban basic public services has a significant positive impact on the integration of migrant workers’ cities,while the impact shows obvious dimensions and group differences.Among them,the housing security service helps to enhance the urban residents’ sense of belonging,and promotes the urban integration behavior.Based on the above research,in order to further improve the supply of basic public services for migrant workers in cities and promote their urban integration,the author proposes the following policy recommendations: further breaking the institutional barriers to household registration,increasing the institutional supply of basic public services for migrant workers,and empowering farmers.The basic public service rights of workers’ equality;the government needs to make up the position in time,take multiple measures to improve the effectiveness of public service supply,create more favorable conditions for the integration of migrant workers’ cities;strengthen inter-governmental public service cooperation,and realize the public service supply of migrant workers.Diversification of the main body to jointly solve the problem of the supply of public services for migrant workers.
