power transfer, this paper analyzes the power structure and its changes in the Indian Ocean after the Cold War,the cooperation between India and the United States in the Indian Ocean region and its motivation, and India’s entry into the Indian Ocean region. On the basis of the cognitive and behavioral responses,an in-depth study of why India has united the United States in the Indian Ocean region has further analyzed the competition and contradictions that exist between India and the United States while cooperating, and finally China should make full use of India.Non-aligned diplomatic tradition, gradual implementation of the “Belt and Road Initiative” initiative, strengthening the voice of the Indian Ocean region, seeking to establish a regional normalized multilateral cooperation mechanism in the Indian Ocean region, and how China should respond to India’s actions to contain China in the Indian Ocean region For China’s international cooperation in the Indian Ocean region and the protection of overseas interests. With regard to the power structure and its changes in the Indian Ocean after the Cold War,this paper first analyzes the situation in which the United States dominates the order of the Indian Ocean region at the end of the Cold War.From the perspective of the US sea power strategy background and economic security, the Indian Ocean region is considered important for the United States. The strategic value of the United States, such as the use of military base construction and frontier fleet deployment, emphasizes the need to grasp control of the Indian Ocean region. However, after the gradual rise of China and India, the US unilaterally dominated the Indian Ocean order has been affected. The United States has to rethink and examine the strategic layout of the Indian Ocean. Finally, from the perspective of power transfer theory,it analyzes the different cognitions and reactions of India and the United States under the impact of the unilateral dominance of the Indian Ocean order after the Cold War and the rise of the Indian Ocean order after the rise of China and India. With regard to the cooperation between India and the United States in the Indian Ocean region and its motivation, this article elaborates on a series of cooperation between India and the United States in the Indian Ocean region based on the common interests and needs to expand from the traditional security defense field to the logistics, communications and intelligence security fields. The political mutual trust and multi-faceted cooperation between India and the United States have gradually deepened. After China entered the Indian Ocean region, the joint exclusion of China’s influence in the Indian Ocean region has expanded the field of cooperation between India and the United States. As far as India is concerned,it is necessary to quickly improve its own strength. To create a good international environment,it is necessary to catch the "free ride" of the United States;as far as the United States is concerned, the relative weakness of its own strength in the global situation also requires the United States to find new and reliable partners to help maintain the dominant order in the Indian Ocean. In particular, facing the increasing international and regional influence of China. With regard to India’s cognition and response to China’s search for involvement in the Indian Ocean region, this paper first focuses on and elaborates on China’s current activities in the Indian Ocean region, mainly reflected in the increasing investment in infrastructure construction in the Indian Ocean region and several coastal areas in the Indian Ocean. The country’s bilateral relations and cooperation have become more stable, and the actions in the Indian Ocean region have been more focused on normalized non-traditional security cooperation. The influence in the Indian Ocean region has been expanding, which has touched the sensitive nerves of the United States and India.Seeing China’s active posture in the Indian Ocean region,India has publicly advocated that China is planning a "pearl chain strategy" that surrounds India, and publicly promotes the Indian version of the "China threat theory",demonizing and demonizing China’s entry into the Indian Ocean to maintain legitimate interests. And continue to expand the military forces in the Indian Ocean region, following the US checks and balances China’s influence in the Indian Ocean region. With regard to the competition between India and the United States in the Indian Ocean region and China’s response, this paper first analyzes the restrictive factors affecting the deepening of bilateral relations between India and the United States in the Indian Ocean region, including the unilaterally overbearing US in the Indian Ocean. The region has maintained a super-military presence, and the United States has been entangled in the affairs of the Indian Ocean region to make the situation complicated. The Indian side has a negative attitude toward the joint anti-piracy campaign advocated by the United States and the US non-proliferation security agreement put forward on the nuclear issue. The competition and contradictions between India and the United States stem from the different realistic interests of the two countries and the contradictions of the Indian Ocean strategic objectives.China should review the situation and make full use of the differences between India and the United States to weaken India-US cooperation and gradually implement the "Belt and Road".Initiatives, try to establish a normalized multilateral cooperation mechanism in the Indian Ocean region, enhance the voice in the Indian Ocean region, and break through the plight of India-US cooperation to contain China. | |
