With the rising of China on the world economic arena, the Indian Ocean plays a more and more important role in the economic security and development of China. However, as the supremacy of the world oceans, the United States of America takes the command of the Indian Ocean for granted due to its outstanding strategic in terms of military affairs, economy and geopolitics. As a result, the Indian Ocean Strategy of the Unites States has a profound effects on the economic security and the development of China.By using the theories of Geopolitics, Sea power and International Political Economy, this paper tries to do research on the impact on the traditional Geopolitical Strategy and transition of the realistic geopolitical theory because of the increasing interdependence of all countries in the Era of Economic Globalization. On a basic study of the geopolitical value of Indian Ocean, the paper interprets the theoretical basis, contents and practical process of the Indian Ocean Strategy of the U.S., and further makes a comprehensive analysis of its effects on the international politics in the Indian Ocean area. Finally, it interprets the effects of the Strategy in the view of a well development of the Sino-American Relations.It is concluded that the Indian Ocean Strategy of the U. S. would be the "the 3rd method" for America to besiege the Continent of Europe and Asia, and it is the epitome of America's balance policy of power in the area, which has an outstanding feature of hegemony. Thus that China comes to understanding with America in the Indian Ocean would have profound effects on the practice of Indian Ocean Policies of China.
