In the 1990 s,under the influence of the Cold War and the domestic economic crisis,the Rao government of India issued the "Look east policy".The political pattern and economic situation of India in the surrounding areas have undergone undeniable changes.In May 2014,after being elected prime minister of India,Narendra Modi inherited India's dream of seeking "remarkable" power status,so India,as a country outside the Asia-Pacific region,wanted to realize the freedom of passage in the South China Sea on the pretext of realizing the freedom of passage in the South China Sea.Combined with the current changes in the domestic and foreign situation,take the initiative to participate in the geopolitical competition in the Asia-Pacific region and launch the corresponding "Act east" policy,indicating that India has entered a new national strategic transition period.The "Act east" policy is a major foreign policy launched by the Indian government in response to the "Indo-Pacific Strategic concept" launched by the Trump administration of the United States in 2017 and the long-term interests of its own country.Through the implementation of the "Act east" policy,India has formed its first geo-strategic chain in the Indo-Pacific region,which has become a key foreign policy of the Indian government.Different from the previous "Look east policy",this policy places more emphasis on "action" and is different from the previous policy in terms of geographical scope and cooperation.Moreover,this policy pays more attention to the interaction between India and the "Indo-Pacific" region.For example,under the influence of domestic,international and Modi personal factors,in order to integrate India's development model with the economic development of the Asia-Pacific region,the Modi government has reformed its economy.We have actively joined APEC to achieve regional economic integration,and have also made frequent visits to various countries and invited leaders of various countries to visit New Delhi.India has implemented policies and achieved a series of results,including strengthening political exchanges with ASEAN,the United States and other countries,institutionalizing multilateral political cooperation,and deepening military defense cooperation with Vietnam,Japan,Australia and other countries.However,in the face of the impact of the "Act east" policy on China,China should,while ensuring its own interests,cooperate and exchange with India with an open and inclusive attitude,so as to achieve the goals of dilution of contradictions,mutual benefit and win-win results,and regional stability.In addition,there are also some shortcomings in the "Act east" policy,which have led to restrictions on its development,such as the backwardness of India's domestic social system,the "exquisite" characteristics of the policy itself,and the restrictions on the situation in South Asia,and so on.Only if India tries to overcome these obstacles can the "Act east" policy be implemented for a long time,thereby improving India's comprehensive national strength and geopolitical construction.In this context,this paper discusses how the "Act east" policy launched by the Indian political leadership and the Ministry of Foreign Affairs after Modi took office can more actively develop foreign relations and strengthen national strength under the basic framework of "Indo-Pacific".As far as policy itself is concerned,under the heat that the concept of "India and Thailand" has been frequently mentioned by major powers,the Modi government has conducted a depth comparison of the policies of the previous stage and expanded diplomatic cooperation among countries in the Indian Ocean and Pacific region.The positive improvement of bilateral relations with neighboring countries,as well as the improvement of relations with the United States,have further created opportunities for India to cooperate with foreign partners.In carrying out country-centered internal development and external affairs,India's "Act east" policy is limited by many factors and is also an issue to be considered,each of which will have a profound impact on policy choices and recommendations.From India's point of view,India must at least create favourable opportunities to shape foreign policy in the region and manage countless issues that potentially threaten national interests.
