Interaction Of Three Ways Of Governance:Research On Micro Mechanism In Rural Governance System

The report of the 19 th National Congress of the Communist Party of China pointed out that the improvement of the rural governance system combining self-government,rule of law and rule of virtue has pointed out the way for the development of rural social governance.From a theoretical point of view,the reform of the governance system is conducive to the unity of the state and society in benign interactions,in line with Marxist objective laws on the realization of the development of things in the unity of opposites.From a practical point of view,the reform of the governance system is highly consistent with the status quo of China's rural autonomy practice towards pluralistic governance.Based on the micro-mechanism in the rural social governance system,this paper deconstructs the acquisition and maintenance mechanism of its social order from the rural society,and depicts its achievements,dilemmas and countermeasures in its real development.On the basis of comprehensively grasping the practical experience of rural governance,it evaluates the level of rural social governance and the validity and limits of the three modes of autonomy,rule of law and rule of virtue.The main framework of this paper is three parts: introduction,body and conclusion.The writing ideas and contents are as follows: The first part,the introduction.The first chapter,including the background and significance of the topic,research summary,research methods and innovation points,expounds the original intention of this article and the intended effect.The second part is the body part,including the second,third,fourth and fifth chapters.The second chapter is the basic theory and basic concepts.At the academic level,it expounds the theoretical basis and basic concepts of the micro-mechanism in the rural governance system.The third chapter is the history of the rural governance system,and systematically expounds the past and current framework of the rural governance system.The fourth chapter is the realistic picture of the micro-mechanism of rural governance.This chapter mainly includes three parts: first,the governance achievements achieved under the current governance system;second,the reality of the poor implementation of the rural governance mechanism within the administrative village.The dilemma and rural relations;the third is the governance innovation of the rural government in the face of governance dilemma-the validity and limits of rural governance under the single governance approach.The fifth chapter is the governance system: the interaction and development of autonomy,the rule of law and the rule of virtue.In this chapter,we systematically examine Tongxiang's “three-in-one” model,and build an evaluation system for rural governance level,which is embedded with the development level of rural governance methods,and explores three governance modes: autonomy,rule of law,and rule of virtue.Features and deficiencies,as well as the integration of the three to promote the improvement of rural governance.The third part is the conclusion.It briefly summarizes the current situation of rural society and the notable problems of rural governance system combining rural autonomous autonomy,rule of law and rule of virtue,and looks forward to the future of rural social governance.There are many problems that cannot be ignored in the current rural governance.However,with the development of rural social economy and the smooth progress of rural revitalization strategy,villager autonomy will inevitably usher in new development opportunities.Perfecting the rural governance system combining self-governance,rule of law and rule of virtue,and improving the capacity of rural governance are the inevitable choices and feasible roads for realizing the modernization of rural governance.
