Research On Cross-Level Data Coordination Mechanisms Of “Internet Plus” Government Services

With the application and development of information technology such as the Internet,the integration of the "Internet plus" traditional industries has been promoted.The government’s public service has also been moved from the traditional offline entity to the online government service platform with the advantage of "Internet plus".In the context of national policy advocacy and support,"Internet plus" government services came into being.Of course,"Internet plus" government is not just to move the public service to the Internet.To truly realize the core value of solving the problem of difficult work and complicated work,it is necessary to realize the whole online service,one-stop service,and promote the government service data sharing,and then let data run for people instead.Promoting the data collaboration of "Internet plus" government services is a government project to enhance citizens’ sense of acquisition.It is still a new field to study from a "cross-level" perspective.Therefore,the study of “Internet plus”government services cross-level data collaboration as a theoretical and practical exploration,achieving data flow is the basis system for building integrated,synergistic,and precise “Internet plus” government services.Based on the important data service attributes of “Internet plus” government services platform construction,the study introduces the citizens’ services of the online business hall established by the municipal government of Guangzhou as data source,and studies the cross-level data collaboration of “Internet plus” government services.Firstly,from the perspective of policy implementation and local practice,it expounds the research background and significance of the cross-level data collaboration,and sorts out the literature overview and research topics of relevant research at home and abroad,and lays the theoretical foundation of the research.Then,the data source is processed and coded,and the social network based on citizens’ services is constructed by using the data material usage and providing departments as nodes.Next,based on the data view,the system integration theory and the core features of “Internet plus”,use social network analysis method to analyze the cross flow and use of data resources,and then obtain the demand of data coordination.The analysis found that the liquidity and collaborative demand of data resources at the cross municipal and district levels were significant,focusing on the fields of publicsecurity,human resources and social security,civil affairs,health planning and fertility,social institutions,etc.,followed by towns(streets)and villages(residence);the data collaboration tasks at the municipal and district level are significant,and the grassroots institution also plays a certain role in data collaboration;in addition,cross-level data collaborates with a large number of documents to prove the class of materials,so it is necessary to establish an electronic data channel.In the end,this paper aims at the city-level “Internet plus” government services system,taking into account the data collaboration needs of the city,district,county,town(street)and village(residence)level,and proposes building data recognition and data negotiation mechanisms,data synchronization and data comparison mechanisms,data query and data feedback mechanisms,and data import mechanisms for social organizations based on the municipal and district(county)level.
