Research On The Puzzles And Countermeasures In The Implementation Of "Smart City Management"

The 19 th National Congress of the CPC put forward the requirements of socialization,rule of law,intelligence and specialization for innovative social governance.Specifically,on the one hand,information technology has become more and more significant in the direction of integration and intelligence,and it has been widely and deeply penetrated in every link of urban management.On the other hand,urban management plays an increasingly prominent role in public governance,and the quality and quantity of its development has profound influence on various fields.In this context,the smart city management comes into being.Relying on the new generation of information technology,it pays more attention to the needs of "people" and promoting the integration of resources.However,as smart city management increasingly pursues a series of good goals such as civilization,science,rule of law and wisdom,various difficulties and countermeasures in smart city management become more and more complicated.Although many studies have put forward countermeasures,but most of them take the development of more mature first-tier cities as an example,and only focus on technical considerations.In view of the above situation,this paper takes the P city of the fourth-tier cities as an example to explore the problems and countermeasures in the implementation process of "smart city management" from the perspective of whether to do what cannot be judged from the technical level and whether to give consideration to both fairness and efficiency.Firstly,the background and significance of the research are introduced.Secondly,it defines the related concepts of urban management,government 2.0 and smart city.At the same time,it expounds the relevant contents of the new public management theory,good governance theory and government function theory.It focuses on the connotation and characteristics of intelligent urban management mode.Thirdly,through the methods of interviews and questionnaires,statistics,quantitative and qualitative analysis,this paper discusses the development orientation and effectiveness of intelligent city management,and focuses on the importance of the sources of funds,personnel placement,Management refinement and rights freedom,high efficiency and protection of the weak,High level of interaction and low level of engagement.Objectively analyze the causes of the problems caused by overheating of the smart city construction and the digital divide.It puts forward some countermeasures and suggestions that should solve the problem from the aspects of establishing a win-win idea to broaden the financing channels,constraining the management boundaries to stimulate self-management and taking the people as the center of government balancing the interests of all parties,it is expected to provide targeted suggestions for other cities to promote the comprehensive development of "smart city management".
