After the 3rd Plenary Session of 18 th CPC Central Committee,the reform on finance and tax has been a central part of comprehensively deepening the reform.With the development of market economy and the rule of Law Society Construction,tax will be the only source of the state finances.The whole society pay more expectations to improve tax collection,administration and tax service level.In order to break through the deep water area of tax reform,it is worthy attention that tax departments to strengthen self construction to enhance their performance.This paper focuses on the performance management status of Qinhuangdao tax bureau,this article is based on Qinhuangdao revenue based on the theory of performance management,surrounding performance indicators design,process management,differentiation and performance from the follow-up management,five aspects to carry on the systematic analysis of the performance culture,analyzes the problems existing in the current performance management of Qinhuangdao revenue and cause,then it puts forward the targeted on the basis of,the system of performance management informatization construction plan,think that the construction of a set of effective performance management system need to adopt scientific design evaluation index system,reasonable strengthening process management,implement performance differentiation,Improve the follow-up management of assessment and build the tax culture based on performance management.In the context of the initial merger of national and local tax institutions and the lack of new performance management,the research results of this paper are conducive to establishing a scientific and standardized performance management system,ensuring the implementation of reform and integration of institutions,and have realistic guiding significance for the performance management work of Qinhuangdao tax bureau.This paper adopts the literature research method to collect and study relevant research results on government performance management at home and abroad,which provides relevant theoretical basis for the research of this paper.Through the social investigation method,the basic situation of performance management of Qinhuangdao tax bureau was comprehensively understood,and the current performance management mode was further analyzed,and the existing problems were pointed out.Based on the case study method and the author’s own work experience,this paper puts forward scientific and reasonable Suggestions for improvement to ensure the improvement of the performance management level of Qinhuangdao tax bureau. |
