Research On The Government’s Public Service Ability Of Social Endowment Under The Background Of Supply Side Reform

The promotion of supply-side reform is one of the most popular words in China at present.The supply-side reform was first proposed in 2015 and played an important guiding role during the 13 th Five-Year Plan period.Under the background of supply-side reform,the accelerating aging speed of our country brings risks to the development of the old-age service on the one hand,and also provides the opportunity to promote the development of the social old-age service on the other hand.Under the background of supply-side reform,the research on the public service capacity of the social pension government in China provides a new theoretical thinking for the pension industry in China.With the acceleration of aging in China,the social old-age care market in China is facing three major problems,namely,the rapid growth of service demand,the shortage of the supply of the pension industry and the prominent structural contradictions.It is necessary to pay attention to the supply-side reform of the social endowment service industry to promote its good and fast development.In the reform of the supply side of social pension,the first and most important thing is to redefine the relationship between the government and the market,and the relationship between the society and the government.At the same time,we should actively develop and innovate the way of providing for the aged and promote the growth of the vitality of the pension industry,and comprehensively optimize and promote the balanced development of pension services to solve structural contradictions..However,there are still a lot of deficiencies in our government’s public service capacity.In the reform of the supply side of the social endowment,the government’s public service capacity still needs to be adjusted and strengthened,and the ability of forward-looking strategic planning and instrumental policy reform should be continuously enhanced.Strengthen the ability of scarce resources integration,at the same time cultivate the ability of providing public goods,optimize the ability of self-development of subjectivity,so as to constantly strengthen the transformation of government’s public function to promote the social old-age supply-side.Under the background of supply-side reform,the author will analyze the present situation and principal contradiction of social pension in our country by combining objective and subjective data with data analysis.From five aspects of the government’s public service capacity,this paper finds out the main problems of the government’s public service capacity in the reform of the supply side of the social endowment,including the ability of strategic planning,the ability of policy change and the ability of integrating resources.Five aspects of public goods providing ability and self-development ability put forward policy suggestions and measures.
