| The "13th Five-Year" Modern Comprehensive Transportation System Development Plan was issued by the State Council on February 3,2017.It required to consummate the legal standard system,strengthen the traffic science and technology innovation and cultivate diverse talent team.In addition,it pointed out the direction of perfecting the urban road traffic administration law enforcement system.Study on urban road traffic administration law enforcement in our country,to a certain extent,has great practical significance to improve the level of traffic administrative law enforcement,reform the ways of law enforcement,protect the lawful rights and interests of the public,maintain a harmonious traffic environment,and create a harmonious atmosphere and build a legal state.At present,urban transportation enterprise is developing rapidly.On the one hand,city traffic continually adapt to the people’s requirement of transportation,but on the other hand,urban road traffic environment is more complex than before,the issues of urban road traffic is becoming more and more serious,the contradiction between the public and the road traffic is becoming increasingly acute.Urban road traffic administration law enforcement which is faced with more severe challenges,has exposed the related problems and shortcomings in the current.In view of this,this article will use literature research method,the combination of theory and practice method and the method of comparative analysis to study the current problems in the process of urban road traffic administration law enforcement in our country and argue for the necessity of perfecting urban road traffic administration law enforcement system.This article is divided into four parts.The first part is the introduction,introducing the thesis research background,significance,overseas and domestic research status,the research method,etc.The second part is the summary of relevant theories,this paper introduces interpretation of the administrative law enforcement to urban traffic,defines its concept,analyzes its theoretical bases,function and describes the status quo,which laid a foundation for below deduction.The third part analyzes the existing problems of urban road traffic administration law enforcement in our country.From the aspects of system,law enforcement behaviors,law enforcement methods and technology,supervision of law enforcement to introduce reality and dilemma of the urban road traffic administration law enforcement in our country.The fourth part expounds the countermeasures of urban road traffic administration law enforcement.Including perfecting the system of law enforcement,regulating law enforcement behaviors,strengthening supervision of law enforcement,improving law enforcement methods and skills. |
