The Dilemma And Outlet Of The Dev Elopment Of The Transitional Resettle Ment And Education Base In The So Cial Transformation Of Our Country

In 1990 s,with the establishment of market economy in China,the administrative plan ex-offender employment resettlement mechanism gradually tends to weaken,resettlement and help more and more prisoners because of not getting good directly into the society and to the society to cause more serious problems of crime.In order to solve the social problems,under the guidance of the government proposed transitional resettlement base construction(this paper also referred to as the construction base or base),to adapt to the problem in order to solve the ex-offender society.In the past,base construction,resettlement of released prisoners achieved good results,but also achieve the purpose of building,but with the improvement of the market economy,in the current social transformation,the ex-offender stigma and the mass of the community to carry out public welfare to understand and reason to it in terms of system and economy support the relative lag,the existing transitional resettlement base construction has encountered difficulties facing new challenges.From the current situation and our investigation of the situation,problems and transitional resettlement base construction has not caused the attention of state and society,the base construction in the management system,education mode,personnel structure,long-term funds to maintain there are many problems to be solved.Therefore,this article arouses the attention from all walks of life to the difficult position of the base construction,and takes effective measures according to the actual situation,which has important theoretical and practical significance.This study adopts field survey,case interviews and literature as the main research methods,in order to speed up the solution to the plight of the current transitional resettlement base construction for the purpose,starting from the construction of base of social background,analysis and summary of the transitional base placement assistance and education the real predicament,while the introduction of social organizations to establish a base in the discussion of the advantage.To solve the plight of the base construction ideas are discussed.
