Problems And Countermeasures Of Social Organization Incubation Base Construction In W District Of Hefei City

With the acceleration of social mobility,the trend of social stratification is obvious,and the interests of social subjects are increasingly diversified.The needs and preferences of different social subjects are very different,triggering changes in social governance and service models.In the face of complicated social governance and service demand,it is difficult for the government to solve the problem by adopting the traditional big package model.It is necessary to turn its attention to the society and seek the satisfaction of social needs and the maintenance of interests by the participation of social forces.The report of the 19th National Congress of the Communist Party of China proposed to play the role of social organization.Actually,many problems in the society often need to be solved by a multi-agent multi-center collaborative governance method such as government,social organization and public.However,social organizations are not created out of thin air.This is urgent for the government to set up social organization incubation sites in terms of systems and resources,and optimize the social organization development environment.Driven by the support of the Civil Affairs Bureau of the W District of Hefei,the social organizations in the W District ushered in rapid development,and the W organization social organization incubation base played a very important role in cultivating social organizations.Based on the requirements of social governance innovation under the background of the new era,based on enhancing the scientific professionalism of social organization incubation base construction,actively developing and cultivating social organizations,and promoting the benign interaction between political and social organizations.Firstly,this paper is explained the relevant concepts and theoretical foundations of the social organization incubation base from the theoretical level;Secondly,based on the field research on the social organization incubation base of W District in Hefei City,the background,overall situation,organizational structure,funding sources,service content,incubation process,incubation effect,etc.of the incubation base are deeply understood;Thirdly,in-depth interviews and communication with the Civil Affairs Bureau staff of W district,the heads and social workers of W District Social Organization Service Center,and social organizations,and found that the W zone social organization incubation base currently has insufficient support from the government departments and the internal construction of the incubation base is imperfect.The social organization has a weak self-discipline level and low public participation in the incubation base;Finally,according to the existing problems,reasons and the experience of common construction of different hatchery bases at home and abroad,the construction strategy of W zone social.organization incubator base is proposed from the perspectives of government,incubation base itself,social organization and public.Therefore,it provides effective theoretical support for the construction of social organization incubator base,and promotes the scientific and sustainable construction of social organization,social work and even public welfare undertakings in China.
