China’s Expenditure-type Poverty Relief Research

With the development of the economy and society and the improvement of people’s living standards,there have been phenomena such as poverty due to disease,return to poverty due to illness,poverty due to learning,poverty due to accident,and so on.This group is caused by disease.Accidents and other causes cause families to spend so much beyond their economic affordability that they fall into poverty,which is called out-of-pocket poverty.In recent years,various regions of our country have begun to explore ways to help the poor people with expenditure,which to a certain extent alleviated the difficult life problems of some of the poor groups with expenditure.The relief of expenditure poverty in most areas is still in the exploratory stage,or it has not yet been constructed into a scientific and reasonable form of expenditure poverty.A system of relief for groups.On the basis of expounding the concept of expenditure poverty and the related theories,this paper applies the comparative research method to the economic level,the target of rescue,the conditions of determination,the procedure and the responsibility of the government in five cities: Shanghai,Guangzhou,Nanjing,Changchun and Xining.Rescue methods and standards,other subjects involved in these five aspects of comparative research.At the same time,using the interview data,the basic situation of poverty relief in Chengdu High-tech Zone is analyzed comprehensively.It is found that the main body of the aid is single,and the standard of assistance fails to fully reflect the poverty level of the family.The four problems of the single way of aid and the weakness of grass-roots work are the result of government-to-government expenditure.The importance of poverty relief is not known enough,the concept of relief is lagging behind and the actual relief work is difficult.On this basis,from the government,non-government,enterprises and individuals from the four levels to improve the expenditure of poverty relief countermeasures and suggestions.The government should adhere to the status of the main body of the aid,further improve the spending-type aid methods,at the same time increase financial input and strengthen the construction of the grass-roots relief team,to build a complete information platform for the assistance of poor families with expenditure;Non-governmental organizations should take advantage of their own special advantages to participate in the rescue,improve the management mechanism of non-governmental organizations,play the role of non-governmental organizations in raising funds through this channel,and explore more diverse ways of assistance;Enterprises should help the poor out-of-reach groups to increase their capacity for this group The body provides more jobs and related employment assistance;individuals offer to improve their ability and awareness of risk prevention to avoid,or reduce the probability of,expenditure-oriented poverty.
